STATEMENT OF WORK
Construction Services for Building 2A Demolition Project
I. BACKGROUND INFORMATION
The Department of Commerce (DOC), National Institute of Standards and Technology (NIST) campus is located in Boulder, Colorado and is a research & development facility. DOC also consists of National Oceanic Atmospheric Administration (NOAA) and National Telecommunications and Information Administration (NTIA) agencies on the NIST campus. The Office of Facilities and Property Management (OFPM) at NIST is responsible for maintaining and renovating spaces which consist of laboratories, office space and facilities maintenance areas, except the David Skaggs Research Center.
II. PURPOSE
The objective of this acquisition is to disconnect Building 2A (B2A) from all utility services supplied to the building, complete demolition/ removal of B2A and remaining contents, return subgrade to elevation of adjacent soils, installation of new concrete sidewalk, new asphalt flatwork at vehicular surfaces, new parking striping on asphalt surfaces and new parking lot luminaires for this section of the parking lot.
III. PLACE OF PERFORMANCE
Work will be performed at the US Department of Commerce (DOC) Boulder Laboratories campus at 325 Broadway, Boulder, CO in and around B2A.
IV. SPECIFIC REQUIREMENTS
1. The Contractor shall coordinate with the Government Contracting Officer’s Representative (COR) all activities required throughout the duration of this task order.
The Contractor shall communicate with the COR and the Contracting Officer (CO) on all matters pertaining to the task order.
2. Contractor will provide and install temporary chain link fencing and safety barriers, as required to secure the site.
Task 1 – Demolish Building 2A (Base Scope – CLIN 0001)
1. The contractor will demolish Building 2A including the superstructure, roof, mechanical and electrical equipment, foundation/footers, building utility feeds, associated site improvements within the building footprint and the pavement around Building 2A.
Dispose of the demolition debris to an off-site facility.
2. Demolish all utilities, abandon piping, and conduits within the demolition footprint. Utility demolition includes removing utilities to:
a. Domestic water – demolish back to the supply from inside of Building 2
b. Sanitary sewer – demolish back to the clean out. Modify as needed to seal and cap ¼” below grade
c. Gas – demolish back to the where gas line tees off from the Building 2 service.
Cut and cap.
d. Compressed Air – demolish back to service in Building 2 service.

e. Fire Extinguisher’s – turned over to NIST.
f. Electrical – B2A is fed from existing electrical distribution board “PDP, which is located in B2’s mechanical room (B2-0105). Remove conductors in their entirety along with any associated disconnect switches at B2A and in B2-0105. Revise distribution board directory and label circuit break breaker as “SPARE”. Existing underground conduit shall remain and be used for the raceway to serve the new parking lot luminaires. Disconnecting the B2A conductors in “PDP” shall occur during one of the planned site outages in May and September.
g. Fire Alarm – B2A fire alarm devices are fed from the existing fire alarm control panel in B2. The fire alarm cabling entry point and power supply are located in Janitor’s Closet (B2A-115). The power supply shall be handed over to NIST.
Remove all devices in B2A and fire alarm cabling in their entirety back to B2’s fire alarm control panel. If the B2A fire alarm cabling is in a dedicated conduit within B2, the conduit shall be removed as well. Existing underground conduit(s) shall be removed but coordinated with NIST to the extent of their demolition. Provide as-built site plan noting location of abandoned conduit(s). Contractor will also be responsible for updating and removing B2A from NIST’s fire alarm programming.
h. Telecomm – B2A is fed from the existing IT equipment in B2. The existing networking fiber for B2A originates in IT room B2-1062 and passes through IT room B2-1103. The telephone and fiber cabling point is located in Janitor’s Closet (B2A-115). Remove the fiber and telephone cables in their entirety back to B2. Existing underground conduit(s) shall be removed as well but coordinated with NIST to the extent of their demolition. Provide as-built site plan noting location of abandoned conduit(s). NIST-OISM will be responsible for removing networking equipment prior to the building’s demolition.
i. Security – B2A security control panel, located near the west exit, is connected to the existing network IT equipment in B2-0105. All existing security cabling within B2A and back to B2 shall be removed. NIST ESO will remove the keypads, control panel, and all door’s core cylinders prior to the building’s demolition.
Existing security camera shall be removed and returned to NIST. Existing underground conduit that serves the keypad at the gas storage enclosure shall be removed in its entirety.
j. Building Controls - B2A is fed from the existing B2, remove all controls within building and communication trunk back to B2 JCI controls engine.
Task 2 – Restore Building 2A site (Base Scope – CLIN 0002)
1. Backfill the foundation using approved CDOT Class 1 backfill compacted in 6-inch lifts to 95% maximum dry density on standard proctor test
2. Prior to asphalt operations, fine grade the subgrade to match the surrounding pavement.
Proof roll subgrade with minimum 20 Ton truck to verify that the subgrade is stable. The proof roll must be witnessed by a NIST representative.

3. Install 6” minimum CDOT Class 2 aggregate base compacted to 95% maximum dry density on standard proctor test.
4. Place asphalt, curb and gutter per NIST site standards. Asphalt replacement should extend 12” beyond the new aggregate base. Seal asphalt joints with hot applied single component joint sailing compound.
5. Where sidewalk previously provided access to building 2a connect sidewalk to the path
North of building 2a.
6. Install (2) parking lot luminaires, poles, and concrete bases.
a. New luminaire head shall match site standard fixture and be equipped with an integral photocell.
b. New pole shall match existing type/style, color, and height.
c. New circuit for the parking lot luminaires shall originate from B2 utilizing the underground conduit that served B2A’s electrical service. The conduit goes back to B2 mechanical room (B2-0105). Intercept the conduit in the mechanical room and install a new junction box. Conduit shall then be installed from new junction box to existing panelboard “PNL-0105-08”/”Welder Panel”. Provide new 20A1P circuit breaker in this panelboard to serve the new parking lot luminaires. New circuit breaker shall match existing panelboard manufacturer and AIC rating.
d. Typically, this circuit would be (2#12+#12G)3/4” C. Contractor to perform voltage drop calculations and provide the proper size circuit and conduit.
e. Contractor shall trench and backfill for the new circuit in existing landscaped areas. Repair landscaping to match pre-construction conditions.
f. Rework landscape irrigation as necessary.
g. Provide pole base detail signed by a licensed Colorado Structural Professional
Engineer.
h. Provide photometrics for NIST review/approval.
i. Refer to NIST site standard specifications for additional information and requirements.
7. Install new exterior security camera on the east side of B2 to monitor the new parking spaces. Coordinate exact location with NIST prior to rough-in. New conduit and cabling shall be routed back to existing security networking equipment located in B2-0105. New camera, conduit, cabling, and testing shall meet NIST Site Standards.
8. Stripe new parking lot spaces.

If the award requires construction, demolition, excavation, renovation, or other work for which the contractor directs and oversees contractor personnel (including subcontractors) at NIST-owned and operated sites, the contractor shall:
Provide a detailed, site-specific Safety Plan to the contracting officer within 7 days after award that describes how the contractor will maintain a safe work environment and comply with applicable Occupational Safety and Health Administration (OSHA) standards, as well as with applicable state and local laws, standards, and codes.
The Safety Plan shall specify how the company’s policies and practices will comply with each of the applicable standards, laws, and codes.
The contracting officer will provide written comments regarding the plan to the contractor within seven (7) days of receipt and will require the contractor to submit a revised safety plan within seven (7) days after that to the contracting officer for their review. This cycle may be repeated, if necessary, until the contracting officer determines the safety plan to be acceptable.

Safety-Related Equipment The Contractor shall:
Provide all safety-related equipment required to perform the work under this award, including personal protective equipment (PPE) and other equipment that is required or appropriate to protect contractor personnel and other personnel on the NIST campus.
Contractor-provided personal protective equipment shall include, at a minimum, hard hats, safety shoes, safety glasses (prescription or standard), respiratory protection (powered air purifying respirator or full-face mask respirator), high visibility clothing and gloves that meet applicable OSHA standards for PPE.
Training The Contractor shall:
Provide safety-related training required by applicable OSHA, state and local regulations or standards to affected contractor personnel (including subcontractor personnel) that perform work under this award. Such training may include, for example, training for proper use of PPE, respirator use, fall protection, crane operation, forklift operation;
electrical safety, or other safety-related topics.
Maintain records of safety training provided to contractor personnel (including subcontractor personnel) that perform work on this award. The contractor shall make

those records available to the contracting officer, contracting officer’s representative for the award, or other authorized personnel within 7 days of receipt of their written request, and annually thereafter or upon request.
Require contractor personnel (including subcontractors) to attend required NIST-specific health or safety training that is required by the award.
Health Hazard Assessments and Medical Evaluations The Contractor shall:
Provide required health hazard exposure assessments, medical evaluations and screenings, and exposure monitoring required by applicable OSHA requirements.
Ensure PII information is protected.
Homeland Security Presidential Directive (HSPD)-12 The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M- 19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 §1.2.
5. Roster
The Contractor (and/or any subcontractor) must submit a roster by name, position, e-mail address, phone number and responsibility, of all staff working under this acquisition where the Contractor will develop, have the ability to access, or host and/or maintain a government information system(s).
The roster must be submitted to the COR and/or CO within 14 days of the effective date of this contract. Any revisions to the roster as a result of staffing changes must be submitted within 14 days of the change. The COR will notify the Contractor of the appropriate level of investigation required for each staff member. If the employee is filling a new position, the Contractor must provide a position description, and the Government will determine the appropriate suitability level.
Position Sensitivity Designations Requirement All Contractor (and/or any subcontractor) employees must obtain a background investigation commensurate with their position sensitivity designation that complies with Parts 1400 and 731 of Title 5, Code of Federal Regulations (CFR).
V. GENERAL REQUIREMENTS
Include all requirements that are not specific tasks but are applicable to the overall contract and the work that will be performed. For example, IT Security, Government Property, Public Affairs Clearance, OMB clearance, printing, data rights, etc.

REQUIREMENTS FOR CONTRACTOR PERSONNEL
Identify all qualifications that the Contractor and/or their personnel working on this contract must possess.
Safety: The Contractor employee must be responsible for knowing and complying with all installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees must comply with NIST identification and access requirements. Each Contractor employee must wear a visible identification badge provided by the NIST Security Office.
VI. DELIVERABLES
1. Quality Control Plans and Site-Specific Safety Plans shall be submitted no later than 30 days after award.
2. Notice to Proceed will not be issued until the contractor’s Site-Specific Safety Plan has been accepted.
3. If not included in the proposal, a schedule of values shall be submitted no later than 30 days after award.
Standards of Acceptance: The NIST POC or COR shall review all the above deliverables and respond with an acceptance or an email with request for revision to the Contractor Point of Contact (POC) within 15 business days of receipt of a deliverable.
• The Contractor shall provide a submittal log and submittals in formats approved by the
COR.
• Contractor is not to include any contact information in the specifications or drawings.
• The Contractor shall provide all architectural and engineering associated with the project, including stamped construction drawings and specifications.
• Detailed as-builts in PDF format shall be provided.
• The Contractor shall review, and field verify all existing facility documentation provided by NIST.
VII. PAYMENT SCHEDULE
The Contractor will be paid, in accordance with the payments clause in the contract and as otherwise noted in this document, upon receipt of a proper invoice. Refer to FAR Clause 52.232-5 Payments under Fixed-Price Construction Contracts.
VIII. SITE MOBILIZATION
1. NIST shall provide the Contractor with the area for construction and staging activities shown in the attached staging drawing. Additional storage areas on the NIST campus may be available to the Contractor if approved by NIST. Refer to NIST Boulder General Contractor Requirements. Fire department access into and through the B81 parking lot, including access to the B81 FDC must be maintained during the project. Provide the described site plan, with FD access drives highlighted, for review by FPAD.

X. SECURITY REQUIREMENTS
1. No Government-furnished tools, equipment, or devices shall be removed from the NIST site.
2. The contractor (including subcontractors) shall be responsible for properly protecting all information used, gathered, or developed as a result of work under this contract.
3. The data shall not be used for any other purpose other than that specified in the contract. Any information made available to the contractor by the Government shall be used only for the purpose of carrying out the requirements of this contract.
4. If the contractor (including subcontractors) anticipates using external information system services provided by third-party entities, the contractor shall ensure that external information system meets the security standards as described in NIST Special Publication 800-53 and shall be maintained throughout the duration of the contract.
5. At the completion of the contract, all Government data shall be returned to NIST, or if return is not feasible, destroy and do not retain any copies of Government data such as backup copies created at the contractor (including subcontractors) site (and certify in writing to NIST that such return or destruction has been completed).

Quality Assurance
1. Comply with all applicable requirements from federal, local, and state regulations and ordinances concerning shoring, bracing, or sloping of excavations and safety of workers.
2. All inspections and testing, including special inspections, required to complete the scope of work will be performed by an independent testing and inspection agency employed by the contractor and approved by the contracting officer as having the competence necessary to perform the work.

(a)
(1) Within five days after the work commences on the contract or another period of time determined by the Contracting Officer, the Contractor shall prepare and submit to the Contracting Officer for approval a practicable schedule showing the order in which the Contractor proposes to perform the work, and the dates on which the Contractor contemplates starting and completing the work (including acquiring materials, plant, and equipment).
(2) The schedule shall be in the form of a progress chart of suitable scale to indicate appropriately the percentage of work scheduled for completion by any given date during the period.
(3) If the Contractor fails to submit a schedule within the time prescribed, the Contracting Officer may withhold approval of progress payments until the Contractor submits the required schedule.
(b) The Contractor shall continually update the actual progress in the schedule and shall submit it to the Contracting Officer by the means prescribed in the contract for transmittals or as directed by the Contracting Officer.
(c)
(1) If the Contractor falls behind the approved schedule, the Contractor shall take steps necessary to recover lost time and execute in accordance with the approved schedule, without additional cost to the Government.
(2) Such steps may include increasing the number of shifts, overtime operations, days of work, and/or the amount of construction plant.
(3) The Contractor shall submit, for approval, supplementary schedule(s) that demonstrate how the lost time will be recovered.
(d) If the Contractor does not recover the lost time, the Contracting Officer may determine that the Contractor is not prosecuting the work with sufficient diligence to ensure completion within the time specified in the contract. Upon making this determination, the Contracting Officer may terminate the Contractor's right to proceed with the work, or any separable part of it, in accordance with the default terms of this contract.

(a) Workers Compensation and Employer?s Liability. The contractor is required to comply with applicable federal and state workers'' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer?s liability section of the insurance policy, except when contract operations are so commingled with a contractor?s commercial operations that it would not be practical to require this coverage. Employer?s liability coverage of at least $100,000 shall be required, except in states with exclusive or monopolistic funds that do not permit workers'' compensation to be written by private carriers.
(b) General liability.
(1) The contractor shall have bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence.
(2) When special circumstances apply in accordance with FAR 28.307-2(b), Property Damage Liability Insurance shall be required in the amount of $N/A .
(c) Automobile liability. The contractor shall have automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles used in connection with performing the contract.
Policies covering automobiles operated in the United States shall provide coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $20,000 per occurrence for property damage.
(d) Aircraft public and passenger liability. When aircraft are used in connection with performing the contract, the contractor shall have aircraft public and passenger liability insurance. Coverage shall be at least $200,000 per person and $500,000 per occurrence for bodily injury, other than passenger liability, and $200,000 per occurrence for property damage. Coverage for passenger liability bodily injury shall be at least $200,000 multiplied by the number of seats or passengers, whichever is greater.
(e) Vessel liability. When contract performance involves use of vessels, the Contractor shall provide, vessel collision liability and protection and indemnity liability insurance as determined by the Government.

52.204-10 Reporting Executive Compensation and First-Tier Subcontract Awards
DEVIATION (JAN 2026)
(a) Definitions. As used in this clause:
Executive means officers, managing partners, or any other employees in management positions.
First-tier subcontract means a subcontract awarded directly by the Contractor to acquire supplies or services (including construction) for performing a prime contract. It does not include the Contractor’s supplier agreements with vendors, such as long-term arrangements for materials or supplies that benefit multiple contracts and/or the costs of which are normally applied to a contractor’s general and administrative expenses or indirect costs.
Month of award means the month in which the Contracting Officer signs a contract or the month in which the Contractor signs a first-tier subcontract.
Total compensation means the cash and noncash dollar value earned by the executive during the Contractor's preceding fiscal year and includes the information described at 17 CFR 229.402(c)(2).
(b) Requirement. Section 2(d)(2) of the Federal Funding Accountability and Transparency Act of 2006 (Pub. L. 109-282), as amended by section 6202 of the Government Funding Transparency Act of 2008 (Pub. L. 110-252), requires the Contractor to report information on subcontract awards. The law requires all reported information be made public;
therefore, the Contractor is responsible for notifying its subcontractors that the required information will be made public. Nothing in this clause requires disclosing classified information.
(c) Reporting. Unless otherwise directed by the Contracting Officer, or as provided in paragraph (f) of this clause, the Contractor shall report the following in the System for Award Management at as follows:
(1) Executive compensation of the prime contractor. The Contractor shall report the names and total compensation of each of the five most highly compensated executives for its preceding completed fiscal year, if—
(i) In the Contractor's preceding fiscal year, the Contractor received—
(A)80 percent or more of its annual gross revenues from Federal contracts (and subcontracts); loans, grants (and subgrants); cooperative agreements; and other forms of Federal financial assistance; and
(B)$25,000,000 or more in annual gross revenues from Federal contracts (and subcontracts); loans, grants (and subgrants); cooperative agreements; and other forms of Federal financial assistance; and

(ii) The public does not have access to information about the compensation of the executives through periodic reports filed under section 13(a) or 15(d) of the Securities Exchange Act of 1934 (15 U.S.C. 78m(a), 78o(d)) or section 6104 of the Internal Revenue Code of 1986. (2) First-tier subcontract information. The Contractor shall report the following information by the end of the month following the month of award of each first-tier subcontract award:
(i) Unique entity identifier for the subcontractor receiving the award and for the subcontractor’s ultimate parent company, if the subcontractor has a parent company.
(ii) Name of the subcontractor.
