Amendment 0001 to Solicitation 1333ND26RNB190025 – Building 2A Demolition Project

This is Standard Form 30 Amendment to Solicitation issued by the National Institute of Standards and Technology (NIST), effective July 17, 2026. The amendment incorporates 49 offeror Requests for Information (RFIs) with government responses, revises the Statement of Work, and adds supporting documentation. Key clarifications from RFI responses address hazardous materials (no ACM report available; pricing to assume no known ACM with potential later modification), utility disconnection procedures (wet utilities capped at building interior, abandoned-in-place acceptable with documentation), complete removal of concrete foundations, contractor responsibility for furniture and equipment removal remaining in the building, and engineering design requirements limited to specific scopes only (full PE-stamped design package not required). The amendment extends the RFI due date to July 22, 2026 (3:00 PM MT) and shifts the offer due date from July 22, 2026 to August 12, 2026 (3:00 PM MT).

The SOW revisions for Task 1 (Demolish Building 2A) add requirements for removal of remaining interior furnishings, fire alarm programming modifications to be coordinated with Tech Electronics and NIST FPAD, and a Site Layout Concept Plan with specified graphics showing construction perimeter fencing, dumpster and restroom locations, material storage areas, heavy equipment storage, and emergency responder access drives. Two additional documents are added separately to the attachments: "06 Below Grade Condition Requirements.pdf" and "07 B2A DEMO TOPO.pdf." The estimated period of performance is 180 calendar days and is identified as negotiable, with an estimated start date of October 1, 2026 for evaluation purposes only.

The purpose of this amendment (0001) is to incorporate RFI questions with responses, Revise Statement of Work, and add attachments:

A. Incorporate the following Offeror requests for information (RFIs) with government responses:

[KTR RFI 01] “Will the Government provide the as-built drawings for Building 2A, including utility lines and service feeds, i.e., water, gas, compressed air, electrical, etc., going back to Building 2?”

[GOV RESPONSE 01] NIST has a drawing set dated March of 1989 containing drawing information for the building itself (nothing recent), however we do have updated survey drawings for the locations of buried services to B2A. In either case, NIST will make this information available for bidder reference.

[KTR RFI 02] “Will the Government confirm that the (2) ancillary structures which are plan west and plan northwest of Building 2A are to remain?”

[GOV RESPONSE 02] The bike racks, concrete pad and metal canopy structure will remain and should be protected during the demolition construction. The smaller exterior storage cage shall be removed as part of this contract.

[KTR RFI 03] “Will the Government confirm that the request for sidewalk providing access to Building 2A will be routed between Building 2A and the ancillary structure plan west of Building 2A to connect to the path at the north?”

[GOV RESPONSE 03] The sidewalk to be installed should extend from where the existing walks are on the south side of the building, northward toward where the sidewalk to the north of the building is. The new sidewalk flat work should extend the length of the location where new parking spots are to be installed/stripped, such that it is continuous over the entire distance where the new parking spaces will be constructed. Refer to site standards for sidewalk concrete requirements.

[KTR RFI 04] “We are reviewing the Building 2A demolition scope and related demolition specifications. The documents include asbestos-containing material emergency response procedures and also state that hazardous materials may be present in buildings or structures to be demolished. The specifications also reference a hazardous materials report on file for review/use. Could the Government please provide the hazardous materials/asbestos report referenced in the specifications? Please also confirm whether asbestos abatement, lead abatement, PCB removal, universal waste removal, or any other hazardous material remediation is included in the contractor’s demolition scope, or if those items will be handled separately by the Government.”

[GOV RESPONSE 04] Upon further internal coordination at NIST, we do not have an ACM report for Building 2A. As such, please provide pricing as if there is no known ACM in B2A, where ACM can be investigated and a report provided for further coordination with the awarded contractor team as part of a modification to the awarded contract at a later point in time

[KTR RFI 05] “Can wet utilities be capped at the foundation and abandoned in place?”

[GOV RESPONSE 05] Existing wet utilities shall be cut and capped per the SOW (building interior, not at foundation). It is acceptable for existing below grade piping to be abandoned in place, once capped and safed off inside of Building 2 or at source. Fill the abandoned line with self-leveling non-shrink grout or flow fill to 3psi, or approved alternative based on the submitted mix. Survey the capped end to document the location and the depth of the abandoned utility. Survey information to be provided to NIST when completed.

[KTR RFI 06] “Can the caissons be cut off 2 feet below grade?”

[GOV RESPONSE 06] All existing concrete footing walls, caissons and otherwise concrete foundations shall be removed entirely. NIST plans new building construction at the Building 2 and Building 2A locations in the future. Removal of all concrete foundation work is necessary to avoid any confusion and/or conflicts in future building construction.

PAGE 3 OF 21 1333ND26RNB1900250001

[KTR RFI 07] “Will all existing furniture, equipment, fixtures, and other contents within the demolition areas be removed by the Government prior to the start of demolition, or is the Contractor responsible for removing and disposing of these items?”

[GOV RESPONSE 07] Building occupants will have an opportunity to review and remove any of the items in the building prior the start of demolition. Any items remaining in the building at the time of project construction/ demo start will remain in the building and shall be removed and disposed of by this contractor.

[KTR RFI 08] “Please confirm whether demolition plans identifying the items and areas to be removed will be provided as part of the contract documents. Additionally, please clarify whether a grading plan will be issued. If so, please indicate where these documents can be found or when they will be made available.”

[GOV RESPONSE 08] No, NIST will not be providing demolition plans identifying items and areas to be removed and defers to the provided scope of work document. Note that any NIST drawings containing recently surveyed underground utils and original building drawings have been provided and made available by NIST in the 260604 B2A Additional Supporting Documents.zip, posted on SAM.gov.

[KTR RFI 09] “Confirm whether NIST/GC requires asphalt cores for thickness/density, or whether placement observation and supplier certification are sufficient.”

[GOV RESPONSE 09] Refer to NIST site standards for pavement mix design and placement requirements. Based on the small size and scope, cores are not required. (Appendix A, Section 1.2.3 Roads, found in the 260604 B2A Additional Supporting Documents.zip, posted on SAM.gov)

[KTR RFI 10] “Confirm final approximate quantities for foundation backfill, aggregate base, asphalt, curb/gutter, and sidewalk to establish final testing frequency.”

[GOV RESPONSE 10] NIST defers to the contractor to determine quantities for backfill at removed foundations, aggregate base, asphalt, curb/ gutter, and sidewalk. This applies to testing frequency.

[KTR RFI 11] “Confirm whether concrete for luminaire pole bases requires special inspection of reinforcing steel/anchor bolts prior to placement.”

[GOV RESPONSE 11] Special inspection not required. Installation shall follow all testing and inspection required by manufacturer’s requirements. Government must witness placement.
