About this opportunity

The National Institute of Standards and Technology (NIST) is seeking preventative maintenance and repair services for Uninterruptible Power Supply (UPS) equipment located in Building 24 at its Boulder, Colorado campus. The contractor must provide comprehensive maintenance and emergency repair services for a Liebert EXS UPS system and external battery cabinet, including one annual preventive maintenance visit with complete visual inspection, voltage and current readings, operational testing, and detailed battery performance evaluation. Factory-trained and authorized Liebert technicians with proprietary tools and software are required to perform all work, and the contractor must guarantee a 4-hour on-site emergency response 24 hours per day, 7 days per week, with 100% coverage of parts (excluding certain components), labor, and travel costs. This is a Request for Information (RFI) issued solely for information and planning purposes and does not constitute a binding solicitation or government commitment; interested parties must submit capability statements limited to 20 pages by May 19, 2026, at 4:00 PM Mountain Time via email to the identified contract specialist. The government will not reimburse any costs associated with responding to this RFI, and non-response does not preclude participation in any future formal solicitation.

This procurement is designated as a Total Small Business set-aside under NAICS code 561210 (Facility Support Services), with a Small Business Administration size standard of $47.0 million. The contract structure consists of one base year plus four optional one-year renewal periods, providing a potential five-year performance period. All contractor and subcontractor personnel requiring access to NIST facilities must comply with HSPD-12 requirements, and work must be coordinated closely with the Contracting Officer's Representative, with minimum 14-day written notice required for electrical service interruptions and 30-day notice for power disconnects or system shutdowns. Key deliverables include detailed deficiency reports and EPA documentation for battery recycling, with up to one battery string replacement per year covered under the contract. The government has not announced an incumbent contractor, and while a subsequent formal solicitation may be posted to the System for Award Management (SAM) website, such posting is not guaranteed, making it the responsibility of interested parties to monitor government websites for additional information.
