About this opportunity

The Air Force Life Cycle Management Center (AFLCMC) at Tinker Air Force Base is conducting market research to identify a neutral, program-controlled integrator to address parts obsolescence and regenerate the B-2 Spirit bomber supply chain through reverse engineering and technical data package development, with responses due May 11, 2026. This is market research only; no contract award will result from this notice. B-2 Original Equipment Manufacturers and their primary mission-system affiliates are excluded from consideration due to organizational conflicts of interest and should not respond.

Mandatory qualifications require corporate neutrality unaffiliated with major B-2 OEMs, demonstrated prime integrator experience on low-density (approximately 20 aircraft), aging (over 20 years) strategic military aircraft fleets, and in-house reverse engineering expertise. The successful respondent must possess Special Access Program-cleared facilities with hangar space for large-body aircraft and runway connectivity, documented expertise in data rights acquisition from major aerospace suppliers, and capability to establish and manage a hub-and-spoke industrial supply chain model.

Core responsibilities include program management of a government-controlled sustainment enterprise, execution of complex reverse engineering to produce government-owned Level 3 Technical Data Packages suitable for competitive procurement, negotiation and acquisition of technical data and intellectual property rights from aerospace OEMs to secure Unlimited Rights for the government, establishment and management of qualified subcontractor networks, and management of airworthiness qualification and approval processes through U.S. Air Force authorities.

Respondents must submit electronically a capability statement not exceeding 10 pages, single-spaced, 12-point Times New Roman font, including company name, address, CAGE code, and Unique Entity ID. Submissions should be directed to Procurement Contracting Officer Garrett Chase at garrett.chase@us.af.mil. Pricing information is not requested, and all response costs are the respondent's responsibility.
