This is a Sources Sought Synopsis for the B-2 Supply Chain Velocity Initiative (SCVI), issued by the Air Force Life Cycle Management Center (AFLCMC) to identify potential prime contractors for a strategic supply chain regeneration effort. The government seeks a neutral, program-controlled integrator to address parts obsolescence and diminishing industrial base challenges for the B-2 Spirit bomber fleet. This is market research only and does not constitute a solicitation or guarantee of future contract awards; no contract will be awarded from this notice. Responses are due electronically by 11 May 2026 at 9:00 AM CT to Procurement Contracting Officer Garrett Chase at garrett.chase@us.af.mil, with submissions limited to 10 pages in single-spaced, 12-point Times New Roman font. Respondents must include company name, address, CAGE code, and Unique Entity ID but should not submit pricing information.

The required services encompass program management and strategic integration of a government-controlled sustainment enterprise; execution of complex reverse engineering on obsolete military avionics and structural components to produce Level 3 Technical Data Packages (TDPs) owned by the government; negotiation and acquisition of technical data and intellectual property rights from major aerospace Original Equipment Manufacturers (OEMs) to secure Unlimited Rights for the government; establishment and management of a "hub-and-spoke" industrial supply chain model with qualified subcontractors; and management of airworthiness qualification and approval processes through appropriate U.S. Air Force authorities. Mandatory qualifications include corporate neutrality (exclusion of major B-2 OEMs and primary mission-system affiliates due to organizational conflicts of interest); demonstrated prime integrator experience with low-density (~20 aircraft), high-demand, aging (>20 years) strategic military aircraft fleets; secure facilities cleared for Special Access Program (SAP) work with hangar space for large-body aircraft and runway connectivity; and in-house engineering expertise in complex reverse engineering, data rights acquisition from aerospace OEMs, and hub-and-spoke supply chain management for aerospace components. The government assumes all costs associated with responding and will not reimburse participants.

SOURCES SOUGHT SYNOPSIS

B-2 Supply Chain Velocity Initiative (SCVI)

1. INTRODUCTION, CAUTION

This is a Sources Sought Synopsis, a market research tool being used for informational and planning purposes only, in accordance with Federal Acquisition Regulation (FAR) Part 10. This is not a solicitation or a Request for Proposal (RFP), and no contract will be awarded from this notice. The purpose of this synopsis is to identify sources capable of serving as a neutral, program-controlled integrator to regenerate and diversify the B-2 Spirit bomber supply chain, addressing critical risks associated with parts obsolescence and a diminishing industrial base.

The Air Force Life Cycle Management Center (AFLCMC) is seeking to determine the availability of sources with a unique combination of demonstrated experience, highly specialized infrastructure, corporate neutrality, and requisite security clearances to perform this work. Be advised that contractors/firms responding to this posting are not guaranteed participation in any future solicitations or contract awards. The government will not reimburse participants for any expenses associated with response to this posting.

2. BACKGROUND

A key strategic asset, characterized by its small fleet size and high operational demand, is vital to national security. The platform's historical sustainment model has led to significant readiness challenges stemming from parts obsolescence and single-points-of-failure in the industrial base.

The Government does not possess a complete Technical Data Package (TDP) suitable for full and open competition for many of the platform’s critical components.

This acquisition seeks to establish a neutral, program-controlled prime integrator to remedy these deficiencies. The core objective is to create a Government-owned library of technical data through reverse engineering and data rights acquisition, thereby removing barriers to future competition and establishing a sustainable, multi-vendor industrial base for the remainder of the weapon system's life.

3. DESCRIPTION OF REQUIREMENTS

The Government requires a prime contractor to serve as a strategic integrator for the potential Supply Chain Regeneration effort. The contractor shall have the capability to provide program management, engineering services, and supply chain management to address parts obsolescence and diversify the industrial base for the B-2 fleet. The core services include, but are not limited to:

• Program Management: The contractor shall serve as the prime integrator for the B-2 Supply Chain Regeneration effort. This role is distinct from the platform's overall prime integrator. The contractor will be responsible for establishing and managing a new, government-controlled sustainment enterprise focused exclusively on creating a competitive, multi-vendor supply chain. This includes managing the development of a government-owned technical data library and overseeing a diverse network of sub-tier suppliers to produce parts based on this data.

• Reverse Engineering: Execute complex reverse engineering projects on obsolete or unavailable military avionics, structural components, and other critical parts to develop complete, producible, and Government-owned Level 3 Technical Data Packages (TDPs) that are suitable for future competitive procurement.

• Data Rights Acquisition: Employ a corporate infrastructure experienced in negotiating and acquiring technical data and intellectual property rights from major aerospace Original Equipment Manufacturers (OEMs) on behalf of the Government, with the goal of securing Unlimited Rights for the Government.

• Supplier Network Management ("Hub-and-Spoke" Model): Establish, qualify, and manage a "hub-and-spoke" industrial model. The prime contractor ("hub") will be responsible for providing engineering oversight and build-to-print data packages to a network of qualified subcontractors ("spokes") for manufacturing and other specialized tasks.

• Airworthiness Qualification: Manage the process of submitting all newly developed parts, repairs, and technical data for, and receiving, airworthiness approval from the appropriate U.S. Air Force technical authority.

4. REQUIRED CAPABILITIES & SUBMISSION REQUIREMENTS

To be considered a viable source for this requirement, respondents must demonstrate, in detail, that they possess all of the following mandatory qualifications. Failure to provide a response that substantiates experience in every required capability will result in the respondent being deemed not qualified. Generic capability statements or marketing materials are not acceptable.

• Corporate Neutrality: Provide a statement affirming the respondent is not a major B-2 Original Equipment Manufacturer (OEM) or a significant mission systems provider on the B-2 platform. Due to inherent and unavoidable Organizational Conflicts of Interest (OCI), major B-2 OEMs and their primary mission-system affiliates shall not be considered for award as the prime contractor for this specific effort, which is explicitly designed to develop a government-owned technical data library to create competition against OEM proprietary interests.

• Demonstrated Prime Integrator Experience: Provide specific and verifiable examples of successfully performing as the prime contractor and strategic integrator for a low-density (~20 aircraft), high-demand, aging (>20 years average age) strategic military aircraft fleet. The provided examples must demonstrate direct, relevant experience in managing fleet-wide parts obsolescence, reverse engineering, and diversifying a supply chain previously dependent on OEMs. Experience with high-volume tactical aircraft (e.g., F-

16) or commercial fleets is not considered equivalent or relevant experience due to the fundamental differences in sustainment models.

• Specialized Infrastructure & Security: Provide evidence of possessing and maintaining secure facilities cleared for Special Access Program (SAP) work. This evidence must demonstrate the facility includes hangar space capable of accommodating multiple large-body aircraft (e.g., B-2, RC-135) and is connected to a usable runway to support potential on-aircraft integration, validation, and repair efforts. Provide a description of the security infrastructure in place to handle SAP-level classified data and hardware.

• Engineering and Data Acquisition Expertise: Describe the in-house engineering workforce and provide evidence of demonstrated corporate experience in:

• Executing complex reverse engineering of military-unique avionics and structural components, resulting in the delivery of complete, validated TDPs to the U.S.

Government.

• Successfully negotiating and acquiring technical data rights from major aerospace OEMs, resulting in the Government securing Government Purpose or Unlimited Rights.

• Supplier Network Enablement: Describe the corporate methodology and provide verifiable past performance examples of establishing and managing a "hub-and-spoke" supply chain model, specifically focused on the qualification, engineering oversight, and management of a network of manufacturers for aerospace components.
