About this opportunity

AFLCMC/WBK-2 intends to solicit and negotiate a sole-source contract with L3Harris Technologies under 10 U.S.C. 3204(a)(1) for the B-2 Supply Chain Velocity Initiative, with capability statement submissions due June 11, 2026. The contract establishes L3Harris as an independent lead for reverse engineering, technical data rights acquisition, and management of a hub-and-spoke network of sub-tier manufacturers to regenerate B-2 supply chain capacity and address parts obsolescence and single-points-of-failure in the industrial base.

Market research conclusively determined that L3Harris possesses the only mandatory existing SAP-cleared infrastructure and fleet-level sustainment experience required. Core services include program management, reverse engineering of obsolete military avionics and structural components to develop Government-owned Level 3 Technical Data Packages, data rights acquisition from major aerospace OEMs, establishment of supplier networks, and airworthiness qualification management. The contractor must demonstrate corporate neutrality (not the B-2 platform OEM or primary mission systems provider), prime integrator experience managing low-density (approximately 20 aircraft), high-demand, aging (over 20 years) strategic military aircraft fleets, SAP-cleared secure facilities with hangar space and runway access, and demonstrated expertise in complex reverse engineering and aerospace OEM data rights negotiation.

Alternate responsible sources challenging the sole-source determination must submit unclassified capability statements limited to 10 pages (single-spaced, 12-point Times New Roman) by 5:00 PM Central Time on June 11, 2026, to Garrett Chase (garrett.chase@us.af.mil). Submissions must include company name, address, CAGE code, Unique Entity ID, and detailed experience addressing all mandatory qualifications. A prior Sources Sought Synopsis ran May 6–11, 2026.

Notice text

AFLCMC/WBK-2 intends to solicit and negotiate a sole-source contract with L3Harris Technologies under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1. This action will establish L3Harris as an independent lead for the B-2 Spirit Supply Chain Velocity Initiative (SCVI), focusing on reverse engineering, technical data rights acquisition, and the management of a "hub-and-spoke" network of sub-tier manufacturers to regenerate the B-2 supply chain. The contractor will serve as a complementary force multiplier to established B-2 sources of supply and repair. This Notice of Intent follows a previously completed market research phase, which conclusively determined that L3Harris is the only source possessing the mandatory existing SAP-cleared infrastructure and fleet-level sustainment experience required for this effort. While this notice is not a request for competitive proposals, any alternate responsible sources challenging this sole-source determination must submit a capability statement in strict accordance with the mandatory requirements outlined in the attached synopsis document.
