About this opportunity

The Department of the Air Force Global Strike Command's 7th Contracting Squadron at Dyess AFB is seeking contractors to strip and repaint their B-1B Lancer static display aircraft (Serial No. 83-0065), the first B-1B delivered to the USAF in 1985. The procurement involves comprehensive paint restoration services including surface preparation, corrosion treatment, selective disassembly, primer application, and repainting in Dark Gunship Gray with specific unit markings and emblems according to military specifications. Contractors must provide automotive-grade, two-part polyurethane paints and offer a two-year warranty against paint defects. The evaluation will be conducted on a best value basis considering technically acceptable services, price, technical approach, and period of performance. Questions must be submitted by August 29, 2025 at 4:00 p.m. CDT, with offers due September 4, 2025 at 5:00 p.m. CDT, and an optional site visit is scheduled for August 28, 2025 at 9:00 a.m. CDT.

This opportunity is set aside for total small business participation under NAICS code 238320 (Painting and Wall Covering Contractors) with a size standard of $19.0 million. No current incumbent contractors are identified in the solicitation documents. While specific contract values are not disclosed, the government intends to award a Firm-Fixed Price contract with payment terms of NET 30 and FOB Destination terms. The desired delivery schedule is 90 calendar days after contract award, with a maximum allowable delivery period of 150 calendar days. The work will be performed at Dyess Air Force Base in Abilene, Texas, specifically at the base's visitor center and linear air park where the aircraft is currently displayed as a gate guard.
