About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Robins Air Force Base seeks sustainment support for the B-1B Electronic Warfare Advanced Simulation Platform (EWASP), including calibration and repair services, Simulation View software licenses, and technical support, with proposals due September 24, 2026. This is a sole-source procurement to Keysight Technologies, Inc. (CAGE: 14493), Loveland, Colorado, under FAR 12.201-1 and 41 U.S.C. 1901; Keysight is the original equipment manufacturer and sole proprietor of EWASP's design specifications, source code, and hardware architecture, and the Government lacks unrestricted technical data package and software data rights to compete this work.

Place of performance is at the Defensive Avionics System Laboratory (DASL) and Electronic Warfare Avionics Integration Support Facility (EWAISF) at Robins Air Force Base, Georgia, with Return to Keysight repair services performed at Keysight's facilities. The contract period runs three years: one base year from September 30, 2026 through September 29, 2027, plus two one-year option periods. NAICS code is 541330, Engineering Services; PSC is R425, Support-Professional: Engineering/Technical.

Contractor personnel must hold secret-level personnel security clearances and comply with Operations Security (OPSEC), Communications Security (COMSEC), and cybersecurity requirements including CMMC Level 1 (Self) certification under DFARS 252.204-7021. Personnel requiring logical or physical access to Department of Defense systems must obtain Common Access Cards (CACs) and base identification badges per DAFI 31-101 and DODMAN 5200.02. The contractor must maintain 95 percent annual system operational readiness and submit monthly status reports by the 15th of each month following the first full month after award, Quality Management System documentation 30 days after award, and comply with Contract Data Requirements List performance thresholds of no more than two rejections and one late submission per contract year, zero reportable security violations, and 100 percent QMS compliance. Solicitation amendment 1 (issued September 23) reopened the response period and replaced the Performance Work Statement and CDRL package; it reduced CMMC certification from Level 2 to Level 1, removed antiterrorism awareness training and option extension clauses, and incorporated contractor reporting requirements under DFARS 252.204-7023. Contracting officer: Daniel Daniels, 478-222-2166 or daniel.daniels.2@us.af.mil.
