About this file
This document contains contractor access and compliance requirements for the Department of the Air Force installations.
Contractors must obtain base identification and vehicle passes for all personnel making frequent visits or performing work on Air Force installations, and personnel must wear or prominently display identification badges while on-site. Contractors submit written requests on company letterhead to the contracting officer listing contract number, work site location, start and stop dates, employee names, and authorized signatories for credentials. The contractor is responsible for obtaining identification for newly assigned personnel and promptly returning credentials when employees no longer require access. Upon contract completion or termination, all identification passes must be returned to the issuing office. Contractors must provide after-hours contact information for personnel whose normal duty location is on a Department of Defense installation in the Emergency Mass Notification System (EMNS) and comply with DAFMAN 10-206 requirements. For work requiring unescorted entry to controlled or restricted areas, contractors must comply with DAFI 31-101 and DODMAN 5200.02_DAFMAN 16-1405. Failure to comply may result in withholding of final payment.
Common Access Cards (CACs) must be obtained by contract personnel who require logical access to Department of Defense computer networks in unclassified or classified environments, or whose work requires CAC use for installation entry or physical facility access. Contractors provide personnel listings to the contracting officer, who approves Contractor Verification System (CVS) applications, and personnel obtain CACs from the nearest RAPIDS Issuing Facility. Within 7 working days of personnel changes, expiration, loss, or theft, contractors must update listings, return expired or no-longer-needed CACs, or report incidents to local authorities. Within 7 working days following contract completion, all CACs must be returned. The document also establishes requirements prohibiting use of Class I ozone-depleting substances (Halons, CFCs, Carbon Tetrachloride, Methyl Chloroform, and Methyl Bromide) in any specification, standard, or test document.
