This is a Performance Work Statement (PWS) for B-1B Electronic Warfare Advanced Simulation Platform (EWASP) sustainment support services under Purchase Request FD2060-26-32253, dated 15 September 2026.
The contractor shall provide a three-year sustainment support package for the EWASP system, which provides threat stimulation to the B-1B Defensive Avionics System (DAS) in a laboratory environment at Robins Air Force Base, Georgia. Services include logistics, engineering support, calibration, repair, technical assistance, and software license management to ensure 95% or higher annual system operational readiness. The contract period extends from 5 August 2026 to 4 August 2029 (one base year plus two option years), with performance locations at the Defensive Avionics System Laboratory (DASL), Electronic Warfare Avionics Integration Support Facility (EWAISF) at Robins AFB, GA, and the contractor's facilities for Return to Keysight (RTK) repair services. Key performance thresholds include maintaining 95% system operational readiness annually, no more than two rejections of Contract Data Requirements List (CDRL) deliverables per contract year, no more than one late submission of deliverables per contract year, zero reportable security violations, and 100% compliance with the Quality Management System. Required CDRL deliverables include Service Engineering Reports, Technical Reports on cybersecurity, Monthly Status Reports, and Quality Management System documentation. The contractor must comply with extensive security requirements including personnel security clearances at the secret level, Operations Security (OPSEC) procedures, Communications Security (COMSEC) protocols, cybersecurity engineering analysis and incident investigation, and facility access controls at Robins AFB. Additional requirements address government property management, packaging and shipping per AFMC Form 158, travel approval, data delivery via MEARS system, service contract reporting, environmental management, safety compliance, and quality control procedures. The EWASP is a three-rack Keysight system that interfaces with the B-1B's integrated RF countermeasure defensive avionics system.

Description of Services
This Performance Work Statement (PWS) describes the essential engineering services required to provide sustainment support for the B-1B Electronic Warfare Advanced Simulation Platform (EWASP) located at the Defensive Avionics System Laboratory (DASL) and at the Electronic Warfare Avionics Integration Support Facility (EWAISF). The EWASP is a critical asset for providing threat stimulation to the B-1B's Defensive Avionics System (DAS) in a laboratory environment, enabling vital software development and hardware sustainment.
This effort encompasses logistics, engineering support, calibration, repair, and technical assistance to ensure the optimal performance and readiness of the EWASP system. The contractor shall provide all necessary resources, personnel, and services to meet the requirements outlined herein.
1.1 Objective(s):
This Performance Work Statement (PWS) describes the services required to secure a 3-year sustainment support package for the B-1B EWASP. These services include ensuring the system's operational readiness, maintaining calibration, providing technical support for emergent issues, managing software licenses, and necessary calibration.
1.2 Benefit to United States Air Force (USAF):
This acquisition will benefit the United States Air Force (USAF) by directly supporting the operational readiness, survivability, and lethality of the B-1B bomber fleet. It provides cost avoidance and resource conservation by reducing the need for expensive live flight tests. It enhances mission readiness by ensuring engineers can continuously test and verify Preprocessor Flight Software (PFS). Furthermore, it reduces risk by maintaining a highly accurate simulation environment and guarantees continuity of operations with uninterrupted access to technical support and software licenses
1.3 Background:
The EWASP is a three-rack system developed by Keysight to interface with the B-1B Defensive Avionics System (DAS). The DAS on the B-1B bomber is an integrated RF countermeasure system that can identify, acquire, and deny enemy radars and missiles. The B-1B EWASP overall mission is to provide threat stimulation to the United States Air Force (USAF) B-1B’s Defensive Avionics System (DAS) in a laboratory environment.
