About this opportunity

The Department of Homeland Security's Customs and Border Protection (CBP) is seeking to procure maintenance and support services for its existing 4,904 licenses of the Aware CaptureSuite software. This software is used for 10-print fingerprint capture and processing at U.S. ports of entry. The one-year contract will provide priority technical support, bug fixes, and functionality upgrades for the Aware CaptureSuite Version 5.14 software. CBP has determined that Aware, Inc. possesses unique customized capabilities that would be too costly and time-consuming for the agency to replicate, and is issuing this solicitation as a sole source acquisition under FAR Part 13 simplified procedures. Quotes are due by November 20, 2024 and should be submitted to the Contracting Officer, Lanette M. Barnes.

This is an unrestricted solicitation with no set-aside designations. Aware, Inc. is the incumbent provider of the Aware CaptureSuite software and maintenance services to CBP. The total contract value is not publicly disclosed, but the requirement is for maintenance and support of 4,904 existing software licenses for a one-year period of performance, with delivery to the specified location in Lorton, Virginia.

Original Combined Synopsis Solciitation

(i)This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in subpart  12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately from this notice.

The solicitation is being issued under Subpart 13 – Simplified Acquisition Procedures.

This notice also constitutes the notice of intent to Sole Source as required under FAR 5.2 and is using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1 (b)(1)(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available, allowing the Contracting Officer (CO) to solicit from one source. This Notice of Intent (NOI) is to inform industry contractors of the Government's intent to execute a Sole Source Award using FAR Part 13 - Simplified Acquisition Procedures (SAP).

The Department of Homeland Security, Customs and Border Protection, 1331Pennsylvania Avenue, NW, Washington, DC 20229, intends to negotiate and award a sole source procurement to Aware, Inc., 40 Middlesex Tpke, Bedford, MS 01730-1404.

The Government asserts that only one source can satisfy the agency's requirement because although there are other small business companies capable of providing 10-print solutions/maintenance, Aware Inc. possesses unique customized capabilities to meet CBP's requirement. The amount of time and funding that it would take to re-develop, integrate, test & deploy a new interface to our CBP applications, along with the impact of having to transition-in (acquire Background Investigation (BI) clearances) and train a new provider would be too significant at this time.

All responsible sources may submit a quotation which shall be considered by the agency. The solicitation is made available and is attached to this notice.  All information necessary to obtain and respond to the solicitation is included in the solicitation.  All information the offeror plans to furnish shall be furnished at no cost or obligation to the Government.

A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.

(ii) The solicitation number is 70B04C25Q00000004 and the solicitation is issued as a request for quotation (RFQ).

(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-03.

(iv) This is issued unrestricted, and no set-aside is associated with the solicitation.

(vi) Description of requirements for the items to be acquired.

The requirement is to provide support and maintenance for the 4904 Aware CaptureSuite licenses in the 1-year performance period. The Contractor shall also provide 4904 Aware Capture Suite software maintenance renewals for the 1-year. The contractor shall provide maintenance of the software and any associated media.

The maintenance is for existing or new Aware CaptureSuite Ver. 5.14 and additional licenses with maintenance for the U.S. Department of Homeland Security, U.S. Custom and Border Protection’s (CBP) 10-Print Capture Program effort to US Port of Entry (POE) locations. Aware CaptureSuite annual support and maintenance provides maintenance provides priority technical support, bug fixes, performance and functionality upgrades.

The Aware CaptureSuite software is used to perform the following tasks.

    • Create data packages compliant with ANSI/NIST ITL 1-2000 and the pending upgrade to standard ANSI/NIST-ITL 1-2007
    • Construct, parse, and validate FBI EFTS transactions
    • Construct, parse, and validate individual EFTS records (types 1-16)
    • Provide FBI certified WSQ compression of fingerprint images
    • Provide NFIQ quality scoring
    • Segment individual fingers (1-4) out of a multi-finger slap image
    • Count the number of fingers in a multi-finger image
    • Report missing fingers
    • Identify the bounding box of each finger tip
    • Identify the “handedness” (left or right of each 4-finger image)
    • Sequence check any combination of fingers in the set of 10 fingers to detect finger or hand duplication in the set
    • Join two separate thumb images into a single dual-thumb image

Aware CaptureSuite (for Livescan) currently includes:

    • SequenceCheck,
    • NISTPack
    • with FBI-certified WSQ fingerprint compression
    • LiveScanAPI
    • With FastCapture
