About this opportunity

The U.S. Department of State, Embassy Ankara, announced award of a purchase order for three MY2026 Subaru Forester 2.0i Mild Hybrid Style vehicles to Baytur Motorlu Vasitalar Ticaret A.S. (Istanbul, Türkiye) on August 7, 2026, with a due date of August 19, 2026 reflecting the award synopsis publication timeline.

The embassy required three brand-new C-segment compact sport utility vehicles for official all-weather transportation and mission-support use. The RFQ specified salient characteristics on a brand-neutral basis without requiring a specific make or model. Baytur's proposal met all mandatory requirements and was rated technically acceptable under pass/fail evaluation. Award was made under Lowest Price Technically Acceptable (LPTA) methodology using FAR Part 13 simplified acquisition procedures. The contracting officer retained price evaluation, responsibility determination, and final award authority.

The awarded vehicles feature 1,995 cc gasoline/electric-assist powertrains, automatic transmission, all-wheel drive, 220 mm ground clearance, and 508 L cargo capacity. Delivery is specified as Category 3 (release-ready handover) at Derince Port, Kocaeli within forty-five calendar days after purchase order issuance. The contract price totals $95,700 ($31,900 per vehicle) on a firm-fixed-price, tax-exempt basis, including all bonded storage, handling, custody, documentation, and operator charges through delivery. Vehicles include manufacturer-backed warranty valid in Türkiye for at least three years or 100,000 kilometers with authorized Subaru service and OEM parts support. The RFQ closed July 16, 2026, generating thirteen quotations; the next-lowest submitted price was $106,368.

Notice text

The U.S. Embassy Ankara required the supply and Category 3 release-ready handover of three (3) brand-new, factory-produced MY2026 or newer C-segment compact sport utility vehicles (SUVs) for official all-weather transportation and mission-support use. The RFQ described the requirement through brand-neutral salient characteristics and did not require a specific make or model.

The awarded product is the technically accepted configuration proposed by Baytur: three MY2026 Subaru Forester 2.0i Mild Hybrid Style vehicles, Türkiye/EU-market, left-hand drive, automatic, all-wheel drive, with manufacturer-backed in-country warranty and authorized Subaru service and parts support.

Award was made under the RFQ's Lowest Price Technically Acceptable (LPTA) method. Technical acceptability was pass/fail. No tradeoff, best-technical ranking, or extra credit for exceeding minimum requirements was applied. The Contracting Officer retained price evaluation, responsibility determination, and final award authority.

This award synopsis was prepared for SAM.gov/FPDS award-abstract support and contract-file transparency. The underlying decision was based on the RFQ, the final TEP report, the Contracting Officer's price and responsibility determinations, and the simplified acquisition/LPTA framework. Proprietary quotation content and individual unsuccessful-quoter findings remain in the acquisition file.
