The award was made to BAYTUR MOTORLU VASITALAR TICARET ANONIM SIRKETI (Baytur Motorlu Vasitalar Ticaret A.Ş.), located in Istanbul, Türkiye, for a total contract value of USD 95,700.00 (USD 31,900.00 per vehicle) under RFQ 19TU1526Q3632 using FAR Part 13 simplified acquisition procedures with a Lowest Price Technically Acceptable (LPTA) evaluation method. The awarded product consists of three MY2026 Subaru Forester 2.0i Mild Hybrid Style vehicles featuring a 1,995 cc gasoline/electric-assist powertrain, automatic transmission, all-wheel drive, 220 mm ground clearance, and 508 L cargo capacity, to be delivered under Category 3 (release-ready handover) at Derince Port/Kocaeli within forty-five calendar days after purchase order issuance.

4. Basis for Award Award was made under the RFQ's Lowest Price Technically Acceptable (LPTA) method. Technical acceptability was pass/fail. No tradeoff, best-technical ranking, or extra credit for exceeding minimum requirements was applied. The Contracting Officer retained price evaluation, responsibility determination, and final award authority.

Evaluation Stage Record / Result Award Impact

Stage 1 - Technical / Administrative Review

The TEP evaluated thirteen quotations against RFQ Sections 1, 3, 4, 5, and Exhibit A. Baytur was rated A - Technically Acceptable. One quotation was C-rated as submitted and eleven quotations were U-rated as submitted.

Only a quotation rated technically acceptable could proceed to award consideration under LPTA.

Stage 2 - Price Evaluation Baytur quoted USD 31,900.00 per vehicle and USD 95,700.00 total on the accepted Category 3 firm-fixed-price basis.

Baytur was the lowest evaluated price overall and the only technically acceptable quotation as submitted.

Price Comparison

The next-lowest submitted price was USD 106,368.00, which was USD 10,668.00, or approximately 10.0%, higher than Baytur. That quotation was technically unacceptable as submitted; the remaining quotations were higher and/or technically unacceptable.

The award decision is supported by both technical acceptability and the lowest evaluated price.

Discussions / Exchanges

The RFQ permitted award on initial quotations.

Clarifications, corrections, discussions, and revised quotations were unnecessary because Baytur was technically acceptable, lowest priced, and responsible.

Award without exchanges is consistent with the RFQ and simplified acquisition procedures.

Price Reasonableness

Thirteen quotations were received. The award price was compared to competition, the June 4, 2026 authorized-distributor quotation for the same model/trim at USD 31,900 per vehicle, and the market research record on the same tax-exempt basis.

The USD 95,700.00 award price was determined fair and reasonable for a firm-fixed-price purchase order.
