About this opportunity

The U.S. Department of State, U.S. Embassy Ankara, issued an award synopsis on August 7, 2026, for the supply and delivery of one MY2026 or newer high-roof 17 m3 cargo panel van. The award was made to Tan Oto Motorlu Araclar Sanayi ve Ticaret A.S. for a MY2026 Fiat Ducato Van S2 Van Maxi at a firm-fixed price of TRY 1,500,000.00 (USD 31,704.36 evaluated equivalent) under FAR Part 13 simplified acquisition procedures using Lowest Price Technically Acceptable (LPTA) evaluation methodology with no set-asides.

The RFQ, issued July 13, 2026, with closing July 31, 2026, specified a brand-neutral requirement for a factory-produced, left-hand drive, closed cargo van with internal cargo dimensions of approximately 4,000 mm length, 1,800 mm width, and 2,100 mm height. Technical requirements included a 2.0- to 2.3-liter four-cylinder turbo-diesel engine with minimum 100 kW output, six-speed manual transmission or better, GVWR around 3,500 kg, useful payload of at least 1,200 kg, Turkish/EU market homologation at Euro 6D-Final or equivalent, and manufacturer-backed warranty valid in Turkiye for at least two years or 100,000 km. Eight quotations were received. The awardee's vehicle was the only quotation rated technically acceptable and offered the lowest evaluated price, approximately 29.4% lower than the next-lowest quotation. Delivery is required within 45 calendar days after purchase order issuance. The award price excludes VAT, SCT/OTV, customs duty, and any undisclosed charges unless expressly stated in the purchase order. Inquiries should be directed to Ankara-GSO-Procurement-DL@state.gov.

CONTRACT AWARD SYNOPSIS

The U.S. Embassy Ankara required the supply and delivery of one (1) brand-new, factory-produced MY2026 or newer high-roof 17 m3 class cargo panel van for official cargo, facilities, motor pool, supply, maintenance, mail, and mission-support use. The RFQ described the requirement by brand-neutral salient characteristics and did not require a specific make or model.

The awarded product is the vehicle proposed by the awardee and accepted after technical evaluation: a MY2026 Fiat Ducato Van S2 Van Maxi 17 m3, 2.2-liter 140 HP diesel, white, offered through Tan Oto and supported by local dealer, warranty, and technical documentation.

Award was made under the RFQ's Lowest Price Technically Acceptable (LPTA) method. Technical acceptability was pass/fail. No tradeoff, best-technical ranking, or extra credit for exceeding the minimum requirements was applied. The Contracting Officer retained price evaluation, responsibility determination, and final award authority.

This award synopsis was prepared for SAM.gov/FPDS abstract support and contract-file transparency. The underlying award decision was based on the RFQ, the TEP report, the Contracting Officer's price and responsibility determinations, and the simplified acquisition/LPTA framework. The record supports evaluation on the basis stated in the solicitation, fair and reasonable pricing, and sufficient file documentation for reconstruction of the award decision.
