4. Basis for Award Award was made under the RFQ's Lowest Price Technically Acceptable (LPTA) method. Technical acceptability was pass/fail. No tradeoff, best-technical ranking, or extra credit for exceeding the minimum requirements was applied. The Contracting Officer retained price evaluation, responsibility determination, and final award authority.
Evaluation Stage Record / Result Award Impact
Stage 1 - Technical / Administrative Review
The Technical Evaluation Panel evaluated the eight quotations against RFQ Sections 1, 3, 4, 5, and Exhibit A. Tan Oto was rated A - Technically Acceptable. One quotation was C-rated as submitted, and six quotations were U-rated as submitted.
Only quotations rated technically acceptable could proceed to award consideration under LPTA.
Stage 2 - Price Evaluation
Tan Oto quoted TRY 1,500,000.00. Using the TCMB USD/TRY Banknote Buying rate of
47.3121 at 15:30 on July 31, 2026, the evaluated comparison equivalent is USD 31,704.36.
Tan Oto was the lowest evaluated price overall and the only technically acceptable quotation.
Price Comparison
The next-lowest evaluated quotation was USD 44,900.00, approximately USD 13,195.64 or 29.4% higher than Tan Oto's evaluated price.
All remaining quotations were higher than the awardee and/or not technically acceptable as submitted.
The award decision is supported by both technical acceptability and the lowest evaluated price.
Discussions / Exchanges The RFQ permitted award on initial quotations.
Discussions were not necessary because the lowest evaluated quotation was technically acceptable and responsible.
Award without discussions is consistent with the RFQ and simplified acquisition procedures.
Price Reasonableness
Eight quotations were received; the price was compared to competition, the IGCE, market research, and the tax-exempt Tan Oto proforma. VAT/KDV and SCT/ÖTV were excluded consistent with the RFQ diplomatic tax-exemption terms.
The award price was determined fair and reasonable for a firm-fixed-price purchase order.
