About this opportunity

The Army Contracting Command - Aberdeen Proving Ground is conducting a Request for Information to assess Commercial Off-the-Shelf solutions for helmet-mounted Aviation Night Vision goggles under the Aviator's Night Vision Imaging System (ANVIS) program, with white paper responses due by October 2, 2026 at 4:00 P.M. EST and production samples due October 2, 2026 at 2:00 P.M. EST. Amendment 0002 has extended the submission deadline to October 5, 2026 at 2:00 P.M. for samples.

Respondents must submit white papers not exceeding 10 pages and at least one production sample for government testing. White papers shall address product specifications (dimensions, weight, Field of View, Center Resolution, Signal to Noise Ratio, Gain, Phosphor color), compliance with MIL-PRF-A3279454B and MIL-PRF-A3314408 (MX-12607 I2 tube) across Temperature Extreme, Temperature Shock, Vibration, Immersion, Humidity, Veiling Glare, and Electromagnetic Interference, approximate unit cost with step ladder pricing for quantities up to 17,000 units, manufacturers of Image Intensifier tubes and optical assemblies (specifying glass, plastic, or hybrid), interchangeability support with other manufacturers' components, field maintenance capabilities including I2 tube replacement and collimation, and applicable test sets and production capacity with lead times.

Production samples will undergo government testing for Resolution, Signal to Noise Ratio, Gain, Collimation, and Electromagnetic Interference per MIL-PRF-A3279454B. Submitted samples are expected to be returned by November 30, 2026. Vendors may enter into a bailment agreement with the government to protect samples during testing. Physical samples coordinate through Fort Belvoir, Virginia. This is market research only and not a bid for contract award.
