About this file

This is a Request for Information (RFI) memorandum from the Department of the Army's Product Manager Soldier Maneuver Sensors for market research on Commercial Off-the-Shelf (COTS) helmet-mounted Aviation Night Vision goggles. The RFI is being conducted by Army Contracting Command – Aberdeen Proving Ground (ACC-APG) and references military performance specifications MIL-PRF-A3279454B (Aviator's Night Vision Imaging System AN/AV 6(V)3) and MIL-PRF-A3314408 (18 MM Image Intensifier Tubes).

Respondents must submit a white paper not exceeding 10 pages and at least one production sample for government testing by the specified deadlines. White papers shall address product specifications, compliance with referenced military standards across multiple performance parameters (temperature extremes, vibration, immersion, humidity, veiling glare, and electromagnetic interference), approximate unit cost with potential volume pricing up to 17,000 units, manufacturers of image intensifier tubes and optical assemblies, interchangeability capabilities, field maintenance support, applicable test sets, and production capacity with lead times. Production samples will undergo testing for resolution, signal-to-noise ratio, gain, collimation, and electromagnetic interference per MIL-PRF-A3279454B. White paper responses are due by September 29, 2026 at 4:00 P.M. EST to Timothy Compton (Contracting Officer) and Matt McNeely (Contract Specialist). Production samples must be received by October 7, 2026 at 2:00 P.M. EST at Fort Belvoir, Virginia. Questions must be submitted by September 18, 2026 at 2:00 P.M. EST.
