About this opportunity
The Immigration and Customs Enforcement (ICE) agency within the Department of Homeland Security is seeking aviation security screening equipment for delivery and installation at three international airports in the Pacific region: Nadi International Airport (Fiji), Cassidy International Airport (Kiribati), and Faleolo International Airport (Samoa). The procurement encompasses the supply, delivery, installation, integration, testing, and commissioning of multiple screening systems including Explosive Trace Detection (ETD) systems, Bottle Liquid Scanners (BLS), Advanced Imaging Technology (AIT) systems, and Computed Tomography X-ray Scanners. Contractor qualifications must include a minimum of three years of experience in delivery and installation of similar screening equipment, demonstrated past performance on at least two comparable projects, manufacturer certifications for installation personnel, appropriate insurance coverage, and a documented quality assurance plan. All contractor personnel must obtain DHS background investigations and security clearances, including standard forms submission, fingerprinting, and ongoing fitness determinations. Responses to this Sources Sought notice must be submitted by 9:00 a.m. Eastern Time on Monday, April 20, 2026, to the identified ICE contacts, with capability statements limited to five pages in Microsoft Word or PDF format.
This is a Sources Sought notice rather than a formal solicitation, and responses will be used for market research and planning purposes only without commitment to issue a subsequent contract or pay associated costs. No set-aside designations have been designated for this procurement. The document does not identify any potential incumbents or current contractors, nor does it specify an overall award value or budget range. The period of performance is twelve months from notice to proceed, with all work required to be completed by the end-date. The initiative is funded by the Department of State's Bureau of International Narcotics and Law Enforcement Affairs (INL) through ICE's Homeland Security Investigations (HSI) division as part of the Advancing Port Enhancement and Customs Security (APEX) program, which aims to replace outdated screening equipment with state-of-the-art technology meeting modern security standards.
