SOURCES SOUGHT

Immigration and Customs Enforcement (ICE) Aviation Security Screening Equipment

April 8, 2026

A. BACKGROUND/PROGRAM DESCRIPTION

Funded by the Department of State’s (DOS) Bureau of International Narcotics and Law Enforcement Affairs (INL), HSI aims to combat transnational crime to prevent illegal activities, promote safe travel and trade while supporting its allies, and enhance regional security and the U.S. security posture in the Pacific through the donation of aviation security screening equipment as part of its Advancing Port Enhancement and Customs Security (APEX) program.

Based on previous DHS efforts, the Transportation Security Administration, which was created to meet the nation’s need for safety and security throughout our transportation infrastructure, including all modes of transportation in the United States and several international locations, recognizes modern screening technology as the most impactful capability currently available to address the rapidly evolving threats at airport checkpoints. Many airports in the Pacific are currently operating with outdated aviation security screening equipment that no longer meets modern or internationally recognized standards. To ensure these airports can keep pace with the growing U.S.-bound passenger volumes and maintain effective security operations, the deployment of state-of-the-art screening technology is essential.
