About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), through its Western Acquisition Division, seeks to procure autonomous underwater vehicle (AUV) survey support services for Atlantic sea scallop optical surveying and stock assessment. The Northeast Fisheries Science Center (NEFSC) requires a contractor to conduct fisheries-independent surveys using AUVs equipped with optical payloads to collect seafloor imagery data for estimating scallop abundance and size within the Mid-Atlantic Bight management areas. Key contract requirements include calibration of AUVs and camera payloads, mobilization and demobilization of equipment, piloting and operation of AUVs, data acquisition and delivery to NOAA Fisheries, and submission of a final report documenting mission statistics and survey results. The contractor must deploy Long-Range AUVs capable of maintaining survey speeds of 1-2 knots, operating for three or more days on battery charge, maintaining stable position within two meters of the seafloor at depths up to 200 meters, and collecting continuous optical data along predetermined tracklines. A pre-solicitation notice was posted on March 13, 2026, with a deadline of March 29, 2026, for firms to submit substantiating documentation or requests to be considered for this procurement.

This procurement is being pursued on a sole-source basis with Woods Hole Oceanographic Institute under FAR 12.102(a) authority, and no competitive set-aside designations apply to this contract action. The target deliverable is a minimum of 200 nautical miles of optical AUV data acquisition, with survey operations scheduled to occur between April 1 and August 31, 2026. The contract will be awarded as a firm-fixed price purchase order with delivery FOB destination to Woods Hole, Massachusetts, classified under NAICS code 541360 (Environmental Consulting Services). While no specific award value is disclosed in the pre-solicitation notice, the contract encompasses all operational components including equipment preparation, mobilization, mission execution, data delivery within one week of completion, and submission of a final report within two months. The government will provide scientific guidance, survey design specifications, waypoints, encrypted hard drives for data transfer, and up to two optical payloads compatible with current survey data pipelines, with the contractor responsible for providing all trained labor, transportation, permits, insurance, and quality control measures.
