About this opportunity
This solicitation seeks at least eight rugged automated surface vehicles designed for marine use. The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis requires the vehicles to have consistent speed and maneuverability to support analysis of multi-robot autonomy interactions. Proposals are due by June 30, 2021 and will be evaluated based on meeting requirements for man-portable fiberglass hull vessels capable of withstanding sea state four conditions with integrated computing capabilities. Delivery must be completed by January 31, 2022 to the United States Military Academy at West Point, New York.
This opportunity is set aside for total small business participation. Offerors must demonstrate experience manufacturing marine surface vehicles. Pricing will be fixed cost for a minimum of eight vessels and shipping delivery. Place of performance is West Point, New York, with vessels intended to support research and experimentation at the military academy.

Items required are Automated Surface Vehicles (ASV) designed and manufactured to be rugged to the marine domain. The ASV shall be designed to be consistent in speed and maneuverability in turning left and right for each platform and among each platform – this is critical as analysis of multi-robot autonomy interactions relies on consistent physical capabilities and performance so that perceived on-water behavior is the result of on-board algorithms and not physical limitations. The ASV shall be capable of integrating additional computers (companion or backseat computers) which is required to transition artificial intelligence and machine learning algorithms to a real platform. The ASV shall be man-portable which is important for transportation between lab, test site, and placing in the water. Its size and portability are important for safety while on the water to reduce the potential damage in the rare case of collision and manipulation during recovery.
