About this opportunity

Air Force Research Laboratory (AFRL) Information Directorate is issuing an open two-step Broad Agency Announcement (BAA FA8750-24-S-7006) to procure innovative research and development in automated knowledge discovery and information retrieval technologies, with white papers accepted through September 9, 2029, and suggested fiscal-year submission deadlines of November 30 annually through 2028.

Only white papers are accepted in the initial step; formal proposals are by invitation only. The Air Force reserves the right to award zero, one, or more contracts or other transaction awards based on offeror capability. Total estimated funding is approximately $99 million across fiscal years 2024–2029, with individual awards typically ranging from $3 million to $35 million over periods not to exceed 48 months. Awards may be made as FAR-based procurement contracts, grants, cooperative agreements, or Other Transactions under 10 USC 4021–4023.

The solicitation seeks technologies that process and exploit multi-source, multi-domain classified, open-source, and non-traditional data to improve battlespace awareness, derive decision-quality information, and automate analysis and decision processes. The BAA is closed to foreign participation except for unclassified fundamental research and companies with approved Foreign Ownership, Control, or Influence mitigation documentation. All proposers must be registered in SAM and maintain GAAP-compliant accounting systems for Other Transaction awards. Technical inquiries should be directed to Carolyn Sheaff or Peter Rocci (AFRL.RIEDBAA.2024@us.af.mil); contracting inquiries to Amber Buckley (Amber.Buckley@us.af.mil). Place of performance is Rome, New York.
