Solicitation Amendment 0002:
The purpose of Solicitation Amendment 0002 is to specify how the Government will evaluate the price associated with FAR clause 52.217-8, Option to Extend Services. All other terms and conditions remain unchanged. Offerors shall return a signed copy of Amendment 0002 with the submission of the proposal package. Offerors shall use the Amendment 0002 Binding Price Schedule for proposal submission.

The U.S. Army Corps of Engineers - Portland District is soliciting a Request for Proposals (RFP) to acquire Automated Controls and Cybersecurity Systems Engineering and Design Support services.
Under this contract, the Contractor shall develop and modify advanced control system and application software for the Automated Controls and Cyber Security (ACCS) Branch. Essential features include switchyard control, remote dam operation, alarm processing, spill gate control, and other project specific functions and custom calculations. In addition, the Contractor will provide networking and cyber security support including firewall, router and communications device configuration, as well as documentation support.
The Contractor will be required to perform work on Government premises, in particular, the Generic Data Acquisition and Control System (GDACS) testbed located in Portland, Oregon.
This requirement will be fulfilled through the award of up to two (2) Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). The period of performance will be a base of three (3) years with an optional period of two (2) years to be exercised at the government's discretion. Firm-Fixed-Priced task orders will be competed amongst MATOC pool members over the five year life of the IDIQ.
This acquisition is a Total Small Business Set-Aside. The North American Industrial Classification System (NAICS) code applicable to this effort is 541511 -- Custom Computer Programming Services, which has a small business size standard of $27,500,000.
Offers are due on 16 February 2018 by 2:00pm Pacific Time. Submission requirements and instructions are included within the Solicitation. Evaluation criteria is stated within the Solicitation.
All inquiries regarding this Solicitation are to be submitted via ProjNet-Bid. Instructions on how to access ProjNet-Bid are within the Solicitation. No response will be posted to inquiries after the Close of Business on the third business day preceding the Solicitation due date. All bidders will be held to have reviewed the questions and responses in ProjNet-Bid prior to offer submission.
Offerors must be registered in the SAM at https://www.sam.gov/portal/public/SAM/.
The Government reserves the right to cancel this Solicitation. No reimbursement will be made for any costs associated with providing information in response to this Solicitation notice or any follow-up information request.

This requirement will be satisfied through an Indefinite-Delivery/Indefinite-Quantity (IDIQ) Multiple Award Task Order Contract (MATOC). The MATOC pool will consist of no more than two responsible contractors. The MATOC pool will have a maximum capacity of $5,000,000.00. Firm-Fixed-Priced (FFP) task orders (TO) will be competed amongst MATOC pool members over the five year life of the IDIQ.
