About this opportunity

The U.S. Army Corps of Engineers Engineering Support Center Huntsville awarded contract N6600119A0051 to DLT Solutions, LLC on a sole-source basis for Autodesk subscription software licenses to support the Engineering Research and Development Center (ERDC) Information Technology Laboratory on May 28, 2026, with an estimated total value of $717,853.70.

USACE ERDC requires 440 Autodesk Building Information Modeling subscription licenses for a three-year period of performance from May 1, 2026 through April 30, 2029 (base year plus two option years). The requirement supports continued maintenance of existing Autodesk licenses already owned by ERDC, with the CAD/BIM Technology Center leveraging Autodesk as an established USACE engineering standard used across the engineering design services community of practice.

The sole-source justification cites RFO 8.401(b) and GSAR 538.7104-3(b)(ii). Market research identified three vendors through CHESS ITES-SW2 contracts via a Request for Information conducted March 17 through April 8, 2026; however, only DLT Solutions is authorized to resell Autodesk products as the Master Government Aggregator. Transitioning to alternative software would require an estimated $15.744 million in training costs for approximately 1,312 USACE engineers currently using Autodesk applications. The procurement is a firm fixed price call order against Blanket Purchase Agreement N6600119A0051 under the Department of War Enterprise Software Integration (ESI) program, with contracting officer Chris Shepard approving the award.
