About this file

This is a Justification Review Document for a sole source procurement of Autodesk subscription software licenses by the U.S. Army Corps of Engineers (USACE) Engineering and Research Development Center (ERDC).

USACE ERDC Information Technology Laboratory requires 440 Autodesk Building Information Modeling (BIM) subscription licenses with a three-year period of performance from May 1, 2026 through April 30, 2029, including a base year and two option years. The total estimated value is $717,853.70. The licenses will be procured as a non-competitive, Firm Fixed Price call order against Blanket Purchase Agreement No. N6600119A0051 under the Department of War Enterprise Software Integration (ESI) program through vendor DLT Solutions, LLC (UEI: F1N2KDGBDTU8). The primary mission is to support the U.S. Department of Agriculture in constructing a sterile fly production facility within 18 months. The justification cites RFO 8.401(b) and GSAR 538.7104-3(b)(ii) as authority for sole source procurement. Market research identified three vendors via CHESS ITES-SW2 contracts who responded to a Request for Information conducted March 17 through April 8, 2026; however, only DLT Solutions is authorized to resell Autodesk products as the Master Government Aggregator. The justification emphasizes that approximately 1,312 USACE engineers currently use Autodesk applications, and transitioning to alternative software would require an estimated $15,744,000 in training costs. The contracting officer (Chris Shepard, CEHNC) approved the sole source award based on Autodesk being the standard engineering tool across USACE, Navy, and Air Force missions, with no viable alternatives available due to ongoing organizational transition from Bentley to Autodesk.

RFO Part 8 Limited Sources Justification

1. Requiring Activity: United States Army Corps of Engineers (USACE) Engineering and Research Development Center (ERDC), 3903 Halls Ferry Rd, Vicksburg, Mississippi 39180.

2. Contracting Activity: U.S. Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) located at 300 Secured Gateway SW Redstone Arsenal, AL 35898.

3. Description of Action: USACE Engineering and Research Development Center (ERDC) Information Technology Laboratory (ITL) through USACE CEHNC, has a requirement for Autodesk commercial off the shelf (COTS) Building Information Modeling (BIM) software for which Autodesk is the only provider. The primary need for this call order is to support the U.S. Department of Agriculture (USDA) in the construction of a sterile fly production facility within 18 months at the direction of the Secretary of War. CEHNC requests approval to issue a non-competitive, Firm Fixed Price (FFP) call order, against Blanket Purchase Agreement (BPA) No.

N6600119A0051 under the Department of War (DoW) Enterprise Software Integration (ESI) to DLT Solutions, LLC., Unique Entity Identifier (UEI):

F1N2KDGBDTU8. The project is scheduled for award in May 2026 utilizing revolving funds, with a three-year period of performance. The total estimated value for 440 licenses is $717,853.70, as detailed in Table 1 below.

4. Description of Supplies: Autodesk applications are the standard engineering tool(s) utilized within the engineering and manufacturing industry to visualize, simulate, and analyze real-world performance using a digital model during the design process.

Using Autodesk allows the Center to optimize software usage and provide cost savings to the Government by allowing for the design of a virtual model for testing proposes.

Autodesk applications play a critical role in the success of USACE, Navy, and Air Force engineering missions. These tools are indispensable for modeling, testing, and ensuring the delivery of high-quality results across several key domains: Army

Engineering, Civil Works, and Military Construction. Table 1 below depicts the existing licenses that require renewal.

undertaken by the USACE Districts supporting their customers. These projects do not have the budget capacity to absorb these additional costs.

Pursuant to AFARS 5139.101-90(a)(1), CEHNC is mandated to satisfy software requirements utilizing the US Army CHESS and DoW ESI first, regardless of dollar value. DLT Solutions is the only Autodesk vendor on DoW ESI the only way to acquire this software from Autodesk is from DoW ESI No. BPA Contract

No. N6600119A0051.

b. Alternatives: There are currently three manufacturers (Bentley, Autodesk, and Graphisoft) that supply the full spectrum of BIM products and services. USACE is currently undergoing a transition from Bentely to Autodesk for USACE under direction of the Chief of Engineers and Commanding General of USACE.

Because of this transition, all new projects are required to use Autodesk for new projects. As of now, there are no alternatives (refer to Section 9, Market

Research below).

c. Impact if not approved: Should this justification not be approved BIM software will not be available to USACE to aid in the construction of the USDA sterile fly production facility within the 18 months directed by the Secretary of War.

7. Efforts to Obtain Competition:

a. The U.S. Army Computer Hardware, Enterprise Software and Solutions (CHESS) is the mandatory primary source for Army personnel purchasing commercial-off-the-shelf (COTS) IT hardware, software, and services.

b. The DoD Enterprise Software Initiative (ESI) is a mandatory source for DoD agencies to acquire commercial software, IT hardware, and related services. The DoW ESI agreement for Autodesk for this requirement is available from only one vendor. To increase competition more vendors would need to be a part of the ESI

Agreement under CHESS.

c. Subcontracting competition. Currently market research concludes there are no known subcontractors able to meet this requirement.

8. Actions to Increase Competition: Refer to Section 7, Effort to obtain competition and Section 9, Market Research.

9. Market Research: In accordance with Army Federal Acquisition Regulation Supplement (AFARS) 5139.101(90)(a), the Army’s Computer Hardware Enterprise and Solutions (CHESS), program, is the mandatory source for commercial IT purchases. Specifically, CHESS contracts are the primary vehicle for IT purchases IAW Army Regulation 25-1. These contracts were awarded under the Federal

Acquisition Streamlining Act (FASA) and Clinger-Cohen Act, which requires prime contractors be provided a Fair Opportunity to be Considered for Delivery Order (DO)

Awards and are structured as Indefinite Delivery/Indefinite Quantity (ID/IQ) contracts, using delivery orders for acquisition of a full range of IT purchases. These contracts are available to the Army, Department of Defense, and other Federal Agencies.

The Contract Specialist advertised on CHESS under Request for information (RFI) Reference No. (560671) to vendors identified as ITES-SW2. The search was conducted from 17 March 2026 through 8 April 2026. Three vendors responded to the RFI that they were willing to supply Autodesk Software Licenses.

1. New Tech Solutions Inc. (Large Business), SAM UEI: XK11LLUL61A7, ITES-SW2 Contract Number: W52P1J-20-D-0061

2. Blazar Technology Solutions (Small Business), SAM UEI: LWXGCJWQ6Q53, ITES-SW2 Contract Number: W52P1J-20-D-0039

The Government, in a follow-up email to each vendor, requested that each Vendor provide documentation that identifies them as an Authorized Reseller of Autodesk products. Each responded with a copy of an Autodesk “AUTHORIZATION LETTER FOR RESELLER” that listed DLT Solutions, LLC as the Master Government

Aggregator reselling and distributing Autodesk software products and services to Government customers in the United States. Neither Vendor 1 nor Vendor 2 are an authorized supplier for Autodesk Software.

3. DLT Solutions, LLC responded to the RFI with a message stating that they are unable to respond through CHESS with an ESI quote. However, they can meet the stated requirements under the DoW ESI BPA Contract N66001-19-A-0051 as allowed under DFARS part 208.

In summary, DLT Solutions, LLC can be used to meet this requirement using a mandatory source from DoW ESI, software support under BPA N66001-19-A-0051.

Details for the results of market research are provided in Table (2) below:
