About this opportunity

The Library of Congress is seeking a contractor to complete an Audio Over Internet Protocol (IP) Network installation at its National Audiovisual Conservation Center (NAVCC) in Culpeper, Virginia. The solicitation (030ADV25Q0131) requires procuring network hardware, installation, configuration, and integration services to finalize an AES67 Audio Over IP network compatible with an existing Lawo HOME System. The project involves implementing network hardware across 11 preservation studios, an immersive audio listening room, and three support rooms, utilizing existing network endpoints including Merging Pyramix workstations, HAPI, and HORUS devices. The Library will evaluate offers using a best-value trade-off approach, considering technical approach, past performance, and price, with offers due by May 23, 2025, at 5:00 PM EDT. Optional site visits were scheduled for April 28-29, 2025, to provide potential vendors an opportunity to inspect the facility and understand the project requirements.

The solicitation is not set aside for any specific business category and is open to commercial vendors. The procurement includes a specific brand name justification for Cisco network switches, which are deemed necessary for compatibility with the existing audio network infrastructure. The contract will be a firm-fixed-price commercial items contract with a performance period from June 30, 2025, to June 29, 2026, and requires a minimum 12-month warranty covering materials, workmanship, and system integration. The estimated equipment list includes 9 Cisco networking devices, GPS time synchronization hardware, and approximately 70 network patch cables and 14 fiber optic cables. The total project involves integrating network hardware across multiple rooms within the NAVCC's Audio Preservation Laboratory, with an estimated total value that will be determined through the competitive bidding process. Vendors must submit a technical approach (limited to 15 pages), past performance references, and pricing information electronically to the specified Library of Congress contracting personnel.
