About this opportunity

The Department of Health & Human Services Centers for Medicare & Medicaid Services requires Atlassian licenses for software to support the development of the CALM system. The software tools include Jira, Confluence, Slack, EazyBI Reports, Excel for Confluence, Planning Poker, Custom Charts, Story Maps, Trello, Xray Test Management, and Risk Register. The contract will run for one base year and two option years from 09/09/2023 to 09/08/2026.

Products and Services:

  1. Atlassian licenses for software tools including Jira, Confluence, and Slack.
  2. EazyBI Reports - Charts, Excel for Confluence, Planning Poker, Custom Charts, Story Maps, and Trello.
  3. Jira helpdesk software for day-to-day operations of the help desk.
  4. Xray Test and Risk Register for testing developed items.
  5. Renewal of Atlassian licenses for two option years.

This is a Request for Quotation prepared in accordance with FAR Part 13, as supplemented with additional information included with this notice.  THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION: A SEPARATE WRITTEN SOLICITAION WILL NOT NE ISSUED. QUOTES ARE BEING REQUESTED.

The Centers for Medicare and Medicaid Services (CMS) intends to award on a competitive basis, under the Simplified Acquisition Procedures in accordance with FAR Part 13, a firm fixed price award to purchase Several Atlassian Licenses in accordance with the attached Statement of Work for one base year and two option years.

The PURCHASE ORDER resulting from this RFQ will be awarded to the responsible Offeror whose quote, conforming to the solicitation, is determined to provide the “Lowest Price that is Technically Acceptable to the government.  CMS reserves the right to award based upon the initial quote; therefore, the initial quote should contain the Offeror’s best terms. CMS also reserves the right to conduct exchanges with fewer than all Offerors.

All responsible sources must be registered at www.sam.gov.  The period of performance is for one base year and 2 option years. The North American Industry Classification System Code (NAICS) is 511210 Software Publishers.  Responses must be sent electronically in MS Word format to renee.wallaceabney@cms.hhs.gov no later than 11:00am (EST) on September 5, 2023.  All questions should be submitted electronically 11:00 AM (EST) on August 31, 2023.Questions will not be answered by telephone.  All responses/quotes submitted shall be remain valid for a period of 180 days.

Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work.  In the event that the vendor/government identifies a conflict or the appearance of a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government. In the event that the conflict cannot be resolved, the order cannot be awarded or an existing order may need to be terminated.
