CALM Atlassian Purchase

Requirements:

Purpose of Acquisition: The CALM project needs these Atlassian licenses for this software to run the day-to-day work to develop the CALM system.

Background and Need: The entire CALM team and program rely daily on the Atlassian Suite of tools to support product development, testing, DevOps, release management, data management, and security. Atlassian tools are an essential component to CALM, and without licenses, CALM progress will diminish exponentially.

We need to have the Atlassian licenses for this software that allows us to use cloud tools like Jira, Confluence and Slack. Some reporting and planning items we need are EazyBI Reports - Charts, Excel for Confluence, Planning Poker, Custom Charts, Story Maps and Trello. The Helpdesk needs the Jira helpdesk software and Slack to run the day-to-day operations of the help desk for production, testing and training. The testing team needs the Xray Test and Risk Register to test all the developed items to make sure they are working correctly before they release to production.

Period of Performance: One base year and 2 option years 09/09/2023 – 09/09/2024 - Base Year 09/09/2024 – 09/08/2025 - Option Year 1 09/09/2025 – 09/08/2026 - Option Year 2

Technical Evaluation Criteria and Instructions: To ensure that quotations or offers can be evaluated in an efficient and minimal burdensome fashion, CMS intends to award based on the Lowest Price Technically Acceptable (LPTA) offer. Award will be made on the basis of the lowest evaluated price of proposal meeting or exceeding the acceptability standards for non-cost factors:

1. An authorized vendor of Atlassian licenses and able to provide all the items listed above by 09/09/2023.
