About this opportunity

The United States Transportation Command is soliciting proposals for fixed-wing transportation services supporting the Atlantic Undersea Test and Evaluation Center (AUTEC), requiring air transportation between Palm Beach International Airport (KPBI) and Andros Town Airport (MYAF) in the Bahamas. The contract demands a dedicated light fixed-wing aircraft capable of transporting 15-19 passengers with 50 lbs of baggage per passenger, operating typically two round-trip flights daily Monday through Friday. Evaluation criteria will prioritize technical capability and past performance over pricing, with offerors required to demonstrate compliance with Federal Aviation Administration regulations and Commercial Aircraft Review Board standards. Proposals are due by 4:30 PM CST on April 23, 2025, with the government conducting a comprehensive best-value source selection process. Technical capability will be assessed across three subfactors: aircraft requirements, mission requirements, and positioning readiness.

The solicitation is set aside exclusively for small businesses, with a specific focus on service-disabled veteran-owned and women-owned small business participation. The contract encompasses a base period from October 1, 2025 to September 30, 2026, with four additional one-year option periods potentially extending through September 30, 2030. The estimated workload is 1,250 flight hours annually, with a total evaluated price starting at $620,000 for the base year and incrementally increasing to $697,815.47 in Option Year 4. Performance will occur primarily at Glen Ridge, Florida, with aircraft positioned at Palm Beach International Airport. The contract includes provisions for monthly basing operations, flight hours, fuel reimbursables, and other allowable expenses, with a detailed performance work statement specifying operational requirements including a 95% operational readiness rate and strict reporting protocols.
