About this opportunity

The Transportation Security Administration (TSA), a civilian agency under the Department of Homeland Security, is conducting market research for Firing Range Services to support its Field Office within the Office of Law Enforcement. This pre-solicitation notice seeks to identify qualified vendors capable of providing rental or usage of existing firing range facilities that meet specific performance specifications outlined in the draft requirements. The TSA is particularly interested in determining vendor capability, socio-economic classification, small business status, and size classifications relative to NAICS code 713990 (All Other Amusement and Recreation Industries). Interested parties must submit a Capabilities Statement addressing their company's ability to meet the outlined requirements, including how they will satisfy performance requirements and limitations on subcontracting if they do not own or operate the proposed range facilities. Responses are due by December 12, 2025, and this notice is intended purely for market research purposes rather than as a formal solicitation for proposals or quotations.

No set-aside designation is being used for this procurement opportunity. The pre-solicitation notice does not identify any current contractors or incumbents, nor does it specify a contract award value or budget range. The intended acquisition focuses on the rental or usage of existing range facilities meeting all specifications in the draft requirements section, suggesting a service-based arrangement rather than a purchase of goods. While specific numerical details regarding contract duration, scope volume, or facility capacity are not provided in this pre-solicitation notice, the TSA's objective is to gather sufficient market information to determine the appropriate acquisition method and identify whether a future set-aside would be feasible prior to issuing a formal solicitation.
