About this opportunity

The GSA Federal Acquisition Service seeks to procure 20 to 30 Ford Explorer vehicles for the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), with quotes due September 21, 2026 at 4:30 PM EST. This is a 100% small business set-aside. Amendment 001, posted September 20, updates vehicle specifications to clarify full-size spare tire requirements; offerors must acknowledge receipt of this amendment.

Vehicles must be new 2026 or 2027 Ford Explorers in Active trim with Equipment Group 200A, four-wheel drive, in black, navy, grey, or silver. Required features include intelligent four-wheel drive, heated front seats and steering wheel, Ford Co-Pilot360 Assist+, blind spot monitoring with cross-traffic alert, automatic emergency braking with pedestrian detection, lane-keeping system, rear parking sensors, rearview camera, remote keyless entry, privacy glass, all-weather floor mats with cargo-area liner, roof-rack side rails, and full-size spare tire and rim. Sunroofs are not permitted. GVWR is 5,905 lbs; GCWR is 10,100 lbs.

Place of performance is delivery to Dana Supply locations in Lorton, Virginia; Greensboro, North Carolina; Marietta, Georgia; or Memphis, Tennessee by September 28, 2026. Vehicles must be delivered with full tank of gas and all fluids topped off, or pickup by ATF may be arranged if dealership is within 20 miles of a Dana Supply location. Delivery must be coordinated with 24 hours' notice.

Pricing must be FOB Destination. NAICS code is 336110 (Automobile and Light Duty Motor Vehicle Manufacturing); PSC code is 2310. Evaluation criteria—technical compliance with specifications, delivery terms, color, availability, delivery dates, and past performance—are weighted equally to price. Proposals must include SF 18 (all pages), contractor information, amendment acknowledgments, technical and past performance responses (limited to 20 and 3 pages respectively), completed Price/Delivery Schedule, Specifications, GSA Fleet Systems Account Application Form, manufacturer vehicle window stickers (one PDF limit), FAR Clause 52.212-4 addendum, and Source of Supply/Partnership Letter. Quoters must demonstrate vehicle availability on dealership lots for immediate shipment. All submissions must be sent to April Stanch (April.Stanch@gsa.gov) and Ed Hodges (john.hodges@gsa.gov). Respondents must have active SAM.gov registration.
