This is a PRE-SOLICITATION notice of intent. The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG) intends to issue a solicitation for the operation of the Army Test Center (ATC) MOBILE CRANE MAINTENANCE AND REPAIRS.
The Aberdeen Test Center (ATC) is a multi-purpose test center with diverse test capabilities and facilities.
The unique combination of ATC's experienced personnel, state-of-the-art facilities, instrumentation, equipment, automotive courses, firing ranges, and industrial fabrication/repair capabilities provide a comprehensive facility available for testing a wide variety of military items, both domestic and foreign, as well as commercial items.
Testing is conducted on full systems, as well as system components and includes such items as: combat and general purpose vehicles, automotive technologies, weapons and munitions, general support equipment, individual equipment, generators, night vision devices, bridges, sensors, communication systems and robotics. ATC also conducts vulnerability/survivability tests, flammability testing, and crash worthiness testing. ATC conducts and/or supports tests at other locations throughout the world with extensive mobile instrumentation.
The Government anticipates awarding firm fixed price (FFP) single award contract for a base year and two option years.
This requirement will be procured through full and open competition. All responsible sources may submit a proposal in response to the solicitation when it is released. Any award resulting from this solicitation will be based on the lowest price technically acceptable proposal that is determined to be the most advantageous to the Government.
The solicitation will be issued in accordance with FAR Part 13.5 Commercial Test Program. The Request for Proposal (RFP) will be issued via the Army Single Face to Industry (ASFI) website, https://acquisition.army.mil/asfi/default.cfm to Federal Business Opportunities (FedBizOpps) website at http://www.fbo.gov. The solicitation number is W91ZLK-15-R-0044; hard copies of the solicitation will not be issued. It is the contractors' responsibility to monitor the Government Wide Point of Entry (GPE) for the solicitation release and all subsequent amendments. The solicitation will be available for full and open competition. The North American Industrial Classification Code (NAICS) is 811310. The offeror must be registered in the System for Award Management (SAM), www.sam.gov, database prior to award. The proposal due date is anticipated to be thirty (30) days from the date the solicitation is issued.
