About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 22, seeks monthly and quarterly visual inspections of aboveground storage tanks, transformers, and elevator tanks across three Los Angeles-area VA facilities for Spill Prevention, Control & Countermeasure Plan compliance, with proposals due September 4, 2026. The procurement is set-aside for Service-Disabled Veteran-Owned Small Businesses and carries a firm-fixed-price structure.

Place of performance spans West Los Angeles VA Medical Center (18 ASTs, 36 transformers, 6–10 elevator tanks), Sepulveda Ambulatory Care Center (8 ASTs, 20 transformers, 5 elevator tanks), and Los Angeles Ambulatory Care Center (1 AST, 2 elevator tanks). The contractor must provide inspections by a degreed engineer; 24-hour HAZWOPER certification is not mandatory, but SPCC training credentials and knowledge are required. Work hours are Monday through Friday, 8:00 AM to 3:30 PM Pacific Time. All personnel must check in and out at VA facilities and wear visible identification badges. Inspections must be coordinated seven days in advance with the Contracting Officer's Representative.

The contract base period runs September 21, 2026, through September 20, 2027. Deliverables include same-day submission of inspection findings, tank labeling with sequential numbers, four-year record retention, and two annual SPCC training sessions at West Los Angeles and Sepulveda and one at Los Angeles. The contractor must obtain all necessary licenses and maintain workers' compensation and public liability insurance. NAICS code is 541620, Environmental Consulting Services; PSC is H399, Inspection–Miscellaneous. Amendment 0001, posted September 1, 2026, clarified inspector qualifications and inspection windows and confirmed that the LAACC vaulted AST does not require confined space entry. Award will be made on price alone.
