About this opportunity
The Federal Emergency Management Agency (FEMA), a component of the Department of Homeland Security, is issuing a Request for Information on asset tracking maintenance and services with a response deadline of June 19, 2026. This market research effort is not a solicitation or commitment to contract but will inform future acquisition requirements.
FEMA seeks innovative technologies, services, and methodologies for tracking assets and shipments originating from fixed facilities within the United States using air, land, and sea transportation modes. The agency currently operates the Logistics Supply Chain Management System-Cloud (LSCMS-C), implemented with Manhattan Associates COTS software in 2017 and cloud-migrated in 2019. Present operations employ contractor-managed GPS transponders (Globalstar SmartOne B and Solar units) affixed to trailers, vehicles, and fixed assets, programmed to ping daily and every 30 minutes during motion.
Respondents must address 41 capability questions across three categories: transponder specifications (power supply, life expectancy, durability, temperature limits, compatibility, security features, warranty, multi-modal performance); network infrastructure (satellite/cellular coverage, data feeds, availability); and management support services (device coordination, external-system data feeds, XML interface support, training, monitoring, cost optimization, and innovative advancements). Responses are limited to 20 pages in narrative or tabular format. FEMA may permit technology demonstrations following RFI evaluation.
Questions and clarification requests are due by 5:00 pm EST June 12, 2026. Responses must be submitted by email to Janine Bennett (Janine.Bennett@fema.dhs.gov) no later than 11:00 am EST June 19, 2026. Proprietary information should be minimized and clearly marked.
