About this opportunity

The Department of Housing and Urban Development, Office of Asset Sales, is conducting market research to identify vendors capable of providing asset sales transaction specialist support services, with a sources sought response deadline of July 6, 2026 at 11:59 PM ET.

HUD-OAS requires comprehensive support across the complete lifecycle of loan sales initiatives for single family loans, Home Equity Conversion Mortgage (HECM) loans, and multifamily/healthcare loans. Services encompass transition-in, project management, portfolio analysis, pre-sale activities, sale day execution, post-sale activities, and transition-out, including loan due diligence, market valuations, bid model development, bidder qualification, breach tracking and reporting, and marketing to expand bidder participation. The anticipated contract structure includes one 12-month base period plus four optional 12-month renewal periods.

Key personnel must be maintained as direct employees, not subcontractors, and operate during core hours of 7:00 AM to 6:00 PM EST Monday through Friday. The contractor must maintain error and omissions insurance of at least $1,000,000. Performance standards require zero deviation acceptance quality levels for critical deliverables. Pass-through costs for third-party services—shipping, reports, advertising, virtual data room fees—are reimbursable; contractor labor costs are included in pricing. Third-party defect claims on single family loans may trigger fee disallowance and refunds within 30 business days.

Organizational conflict of interest restrictions prohibit contractor participation as bidders or advisors on HUD asset sales for one year post-contract completion, with potential permanent bars from related asset valuation and financial advice contracts. Vendors must submit a maximum five-page response addressing corporate overview, socioeconomic status, GWAC availability, and nine specific capability areas including defaulted asset sales experience within the past ten years and competitive loan transaction management expertise. Contact Marie Niestrath (marie.a.niestrath@hud.gov) or Quinton Pittman (Quinton.L.Pittman@hud.gov) with submissions and questions.
