About this file
This is a Justification and Approval (J&A) document for a sole source contract issued by the Naval Medical Research Command (NMRC) to conduct vector-borne disease research in Indonesia. The contract will be awarded to the School of Veterinary Medicine and Biomedical Sciences (SVMBS) at Institut Pertanian Bogor (IPB) University, which will perform a comprehensive study on infectious disease vectors in Indonesian tropical environments near Marine Combat Training Center 5.
The research requires a local Indonesian team of mammalogists, ornithologists, entomologists, and molecular biologists to conduct field surveys, collect ectoparasites from various animals using techniques like tick drags and trapping, identify species, extract nucleic acids, perform PCR testing to assess viral and rickettsial pathogens, and transfer data and material samples to NMRC. The project aims to understand vector-borne disease risks during military training and humanitarian activities, addressing the current lack of knowledge about endemic viral and rickettsial diseases in Indonesia. The contract will be awarded under the statutory exception of 10 U.S.C. 2304(c)(1) for "only one responsible source" with a projected fair and reasonable pricing approach.

JUSTIFICATION AND APPROVAL
OTHER THAN FULL AND OPEN COMPETITION
1. Identification of the agency and the contracting activity.
This justification is executed by the Naval Medical Research Command (NMRC), Silver Spring, MD, on behalf of the Navy to meet Navy Expeditionary Medical Research requirements.
2. Nature and/or description of the action.
Arthropods like mosquitoes, ticks, fleas, mites, and lice are important infectious disease vectors. They thrive in Indonesian tropical climates and forests. During military training and humanitarian civic assistance (HCA) activities to promote regional stability, vector-borne viral and rickettsial pathogens may threaten the military personnel deployed to Indonesia. It is also possible that the pathogens will be spread to other countries after the soldiers return. Unfortunately, little is known about the endemic vector-borne viral and rickettsial diseases (VBD) in Indonesia to assess the risk of infection and determine the best preventive action. Assessing the risk of VBD within training and HCA areas is vital for accomplishing the missions. Similar to most Asian countries, VBD is underestimated and underreported because of inadequate VBD research, physicians' unawareness, and inaccessible diagnostic tests.
We need a local Indonesian team that is able to perform multiple tasks to complete this study. A field survey is needed first to assess the areas of interest, including the terrain, farm, forest, and types of animals (domesticated or wild) close to Marine Combat Training Center 5 Baluran, Asembagus Situbondo, East Java, where Garuda Shield 2023 and 2024, and CARAT 2023 were held. After the field survey is completed, ectoparasites collection needs to be conducted by doing, but not limited to, tick drags and direct collection from animals. These ectoparasites and their hosts need to be identified and processed for nucleic acid extractions, followed by multiple PCRs to assess if they carry any rickettsial and viral pathogens. Lastly, the Indonesian team needs to transfer these data and send material samples to NMRC for subsequent tests.
3. Description of Supplies or Services:
A local Indonesian team consisting of mammalogists, ornithologists, entomologists, and molecular biologists is needed to perform multiple tasks to complete this study. A field survey is needed first to determine the areas of interest close to Marine CTC 5, including the terrain, farm, forest, and types of animals. After the field survey is completed and the Institutional Animal Use Committee approval is obtained, ectoparasites collection needs to be conducted by doing, but not limited to, tick drags and direct collection from animals (i.e., small mammals, birds, bats, companion animals, and livestock). Traps are required for small mammal, bird, and bat collections. The hosts and ectoparasites require species identification and nucleic acid extraction, followed by multiple PCRs to assess the pathogens they carry.
Lastly, the Indonesian team needs to transfer these data and provide material samples (i.e., lysed samples, extracted nucleic acid, and PCR products) to NMRC.
4. Identification of the statutory exceptions permitting other than full and open competition.
The statutory exception permitting other than full and open competition for this acquisition is 10 USC 2304(c)(1) and FAR 13.106-1(b)(1) sole source (including brand name) acquisitions or FAR 13.106-1(b)(1) soliciting from a single source.
Use one of the following:
10 U.S.C. 2304(c)(1), Only one responsible source.
10 U.S.C. 2304(c)(2), Unusual and compelling urgency.
10 U.S.C. 2304(c)(3), Industrial mobilization; engineering, developmental, or research capability; or expert services.
10 U.S.C. 2304(c)(4), International agreement.
10 U.S.C. 2304(c)(5), Authorized or required by statute.
10 U.S.C. 2304(c)(6), National Security.)
Be sure to include the FAR cite as well. See attached FAR explanation sheet for J&A references FAR Part 13 FAR 13.106-1(b)(1) <$250K FAR 6.302-1, Only One Source (>$250K) FAR 6.302-2, Unusual and Compelling
5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited.
A non-profit, local partner that understands the Indonesian Government's requirement for biological research is necessary due to the restriction of biological research activity in Indonesia. Mammalogists, ornithologists, entomologists, and molecular biologists are also required to complete the tasks. The School of Veterinary Medicine and Biomedical Sciences (SVMBS), Institut Pertanian Bogor (IPB) University has experts who can deliver all the necessary tasks described above within the budget.
6. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research was performed, the results of which are in paragraph 8. This requirement will be posted to the government point of entry in accordance with FAR 5.202.
7. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer shall determine the anticipated cost to the Government of the supplies/services covered by this Justification and Approval, which will be fair and reasonable by conducting a price analysis before an award is made. In addition, the Government anticipates that the negotiated contract price will reflect a discount from the SVMBS's commercial price list and will be determined to be fair and reasonable.
8. Description of the market survey conducted and the results, or a statement of the reasons a market survey was not conducted.
Due to the uniqueness of the tasks, research was done by searching Indonesian experts who have researched Rickettsial and viral diseases in domesticated and wild animals. SVMBS, IPB University, has experts conducting rickettsial and viral diseases research in animals and was contacted to obtain a quote.
9. Other facts supporting the use of other than full and open competition.
If other suitable vendor(s) become available, a full and open competition may be considered.
10. Listing of Sources, if any, which expressed, in writing, an interest in the acquisition.
To date, no other sources have written to express an interest. Any sources expressing interest in response to the synopsis will receive consideration.
11. Statement of actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
Future requirements will be synopsized in accordance with FAR 5.203.
12. Point of Contact:
The point of contact at the Naval Medical Research Command, Silver Spring, MD, regarding the contents of the sole source justification are the Contracting Officers in the Material Management Department (MMD) and can be reached by emailing usn.detrick.nmrc.mbx.mmd-contracts@health.mil.
