The Mission and Installation Contracting Command (MICC) Fort Drum, NY is issuing an Invitation for Bid
(IFB) for a Requirements contract for Asphalt located at Fort Drum, NY. The Government intends to award a
single contract for Asphalt located at Fort Drum, NY. The contract type will be a Requirements Contract with Fixed
Unit Prices (IAW FAR 16.503 Requirements Contracts) with Economic Price Adjustment (IAW FAR 16.203 Fixed Price Contracts with Economic Price Adjustment). This requirement is 100% set aside for Small Business Administration Certified 8(a) firms. The Contractor shall provide all supervision, plant, labor, material and equipment necessary to perform all work in connection with construction of new, and repair/replacement of existing, asphalt concrete pavement at Fort Drum, New York, in strict accordance with the Statement of Work, specifications and drawings, and subject to the terms and conditions of the contract. The anticipated contract will be one, 48-month ordering period from approximately 01 May 2019 through 30 April 2023.
Any correspondence concerning this acquisition shall reference IFB number W911S2-19-B-8000 in the subject
line.

The North American Industry Classification System (NAICS) for this procurement is 237310, Highway, Street, and
Bridge Construction, size standard $36.5 Million.


IAW FAR 36.204, the Government anticipates the magnitude of this Requirements Contract to be between
$5,000,000.00 and $10,000,000.00 for the 48-month ordering period.

The IFB as well as the amendments will be available at the FedBizzOpps website https://www.fbo.gov/. The IFB will specify the actual date and time for bid receipt.


As prescribed in FAR 52.204-7, interested parties must be registered and current in the System for Award Management (SAM) under the NAICS 237310, representations and certifications must also be on record. These registrations can be done through the System for Award Management (SAM) for free at https://www.sam.gov/portal/public/SAM/ . SAM registration must be complete prior to bidding.

The purpose for this amendment is the follow ing:

1. To modify Exhibit A-Detailed Pricing Schedule ELINs 12A and 13. Changed ELIN 012A unit from SY to LF. Changed ELIN 012B quantity
from 450,000 to 600,000. Changed ELIN 013 quantity from 300,000 to 600,000 and changed unit from SY to LF.


2. To change paragraph d12. of the SOW, to remove the reference to SY. Changed paragraph d12A. from SY to LF. Changed paragraph
d13. from SY to LF.


3. To extend solicitation closing date from 22 March 2019 to 2 April 2019.


Bidders shall comply with paragraph 15. Amendments, of the Instruction to Bidder: Failure to respond to an
amendment may render the bid to be considered nonresponsive and thereby rejected.

1. To change the bonding from an entire year to per task order and to clarify how the rate w ill be determined.


2. Updated Exhibit A - Detailed Pricing Schedule adding lines to the line item block.
