About this opportunity
The Bureau of Engraving and Printing is conducting market research to identify qualified small business contractors capable of providing asbestos abatement services at its facilities, with RFI responses due by September 25, 2026 at 1:00 PM Eastern Time. This is a Sources Sought notice for market research purposes only; responses are not offers and will not form binding contracts.
Work is performed at the BEP Eastern Currency Facility in Washington, D.C., involving comprehensive removal of asbestos-containing materials from two historical buildings (Main and Annex, constructed in 1914 and 1938). The anticipated contract structure is a Firm-Fixed-Price Blanket Purchase Agreement with a three-year performance period from November 22, 2026 through November 21, 2029. Services must comply with 29 CFR 1910.1001, 29 CFR 1926.1101, 40 CFR Part 61 Subpart M, and District of Columbia requirements (DCMR Title 20, Section 20–800).
Key personnel must include a Project Manager/Asbestos Abatement Supervisor with current EPA AHERA certification and District of Columbia licensure. All workers must possess required certifications and training. Work occurs during BEP operational hours (Monday–Friday, 6:00 a.m. to 10:30 p.m. Eastern Time), excluding federal holidays and facility closures, though emergency response work may be required outside normal hours. Abated areas must achieve airborne fiber levels of 0.01 fibers per cubic centimeter or below prior to re-occupancy clearance, with work completion and waste disposal within seven days.
Responses are limited to ten pages (excluding cover page) and must be submitted electronically to Ashley Johns, Contracting Officer, at ashley.johns@bep.gov. The requirement is classified under NAICS 562910 (Remediation Services) and PSC F108 (Environmental Systems Protection–Environmental Remediation).
