About this opportunity

The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services, is soliciting quotations for one Artisan Link Pro Special Stainer, brand name only, with proposals due September 28, 2026, at 11:00 AM ET, and questions due September 25, 2026, at 12:00 PM ET. The procurement was initially issued as a Total Small Business Set-Aside but was amended on September 25 to unrestricted competition after the original equipment manufacturer (Agilent Technologies) confirmed the equipment is not sold through reseller channels, eliminating the reasonable expectation of receiving quotations from two or more small business concerns.

Place of performance is Atlanta, Georgia (CDC Building 18, 1600 Clifton Road NE). The equipment will support the CDC Infectious Diseases Pathology Branch in performing specialized staining techniques for tissue-based diagnostics and addresses a time-sensitive mission need to replace aging laboratory equipment while maintaining continuity with existing CLIA diagnostic processes.

The RFQ requires two line items: one Artisan Link Pro Special Stain System (Cat #AR31030) with firm-fixed pricing for installation as a complete job, and one Diagnostic Artisan Link Pro System Configuration and Warranty (Cat #SYSPT-ARLNP) on a per-each basis. Quotations must include the earliest possible delivery and installation date, confirm delivery and installation costs are included in the total price, provide commercial warranty information, and accept all RFQ terms. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing; PSC is 6640, Laboratory Equipment and Supplies.

Evaluation will assess technical acceptability on an Acceptable/Unacceptable basis, proposed delivery and installation schedule, and total quoted price for reasonableness. Award will be made on initial quotations without requesting revisions. The contract is firm-fixed-price and incorporates extensive federal requirements including information security compliance, AI use risk management planning, records management, Section 508 accessibility standards, and Buy American provisions. Installation reports must be submitted in Microsoft Word or PDF format within 10 business days of completion.

Amendment [0001] – Removal of Total Small Business Set-Aside

This amendment revises the acquisition strategy for the Artisan Link Pro Special Stainer requirement.

The RFQ was initially issued as a Total Small Business Set-Aside based on market research identifying small business resellers as potential sources for the required equipment. Subsequent to issuance of the RFQ, the Original Equipment Manufacturer (OEM), Agilent Technologies, confirmed to the Government that the Artisan Link Pro Special Stainer is not sold through reseller channels.

Based on this additional market information, the Government no longer has a reasonable expectation of receiving quotations from two or more responsible small business concerns capable of providing the required brand-name product. Accordingly, the Total Small Business Set-Aside is hereby withdrawn, and the RFQ is amended to permit competition on an unrestricted basis.

The requirement remains brand name only for the Artisan Link Pro Special Stainer. All other requirements remain unchanged except as specifically revised by this amendment.

___________________________________________________________________________

The Centers for Disease Control and Prevention (CDC), Office of Acquisition Services (OAS), is issuing this Request for Quotation (RFQ) for the acquisition of one (1) Artisan Link Pro Special Stainer, brand name only, including delivery, installation, calibration, and associated installation documentation.

The equipment will support the CDC Infectious Diseases Pathology Branch (IDPB) in performing specialized staining techniques used for tissue-based diagnostics. This acquisition addresses a time-sensitive mission need to replace aging laboratory equipment and maintain continuity of IDPB’s diagnostic operations. The Artisan Link Pro provides the small-batch testing capability required by the laboratory and supports continuity with existing CLIA diagnostic processes.

This is a competitive brand-name-only requirement. The brand-name restriction applies to the product required and does not restrict competition to a particular vendor. Vendors capable of furnishing the required Artisan Link Pro Special Stainer are encouraged to submit quotations in accordance with the attached RFQ.

The Government anticipates award of a Firm-Fixed-Price purchase order.
