About this opportunity

The Department of Homeland Security Science and Technology Directorate (DHS S&T) is conducting market research through a Request for Information to identify contractors capable of providing artificial intelligence, machine learning, and data science technical support services, with responses due by noon Eastern Time on May 12, 2026.

DHS S&T, procuring on behalf of the Transportation Security Administration (TSA), seeks professional scientific, technical, and programmatic assistance for development of advanced passenger and baggage screening technologies and automated image analysis software. TSA projects passenger screening throughput will increase from 3 million to 10 million passengers per day over the next decade, requiring new technologies to handle increased loads while simultaneously improving passenger experience. The scope encompasses AI/ML and data science expertise for research, development, and assessment of checkpoint screening technologies, including independent evaluations, testing and validation, standards development, algorithm development and evaluation, automated image analysis software development, open architecture data and metadata standards support, and algorithm training and assurance tools.

A current related task order (70RSAT23FR0000088) under the Office of Mission and Capability Support carries a ceiling value of $5,906,107 with performance through June 2, 2026. The Government may conduct market research for a potential task order under the GSA OASIS+ contract vehicle.

Responses must address four specified questions covering project management experience, technical expertise with advanced screening technologies, staffing capabilities, and remediation plans for capability gaps. Submissions are limited to four pages plus a cover letter with company information, SAM UEI number, socioeconomic status, points of contact, and GSA contract details. Submit to Jennifer.Koons@hq.dhs.gov. This RFI does not constitute a binding obligation, and the Government will not pay response costs. NAICS 541611; PSC R408.
