About this opportunity
The Department of Veterans Affairs, Network Contracting Office 4, is soliciting offers for brand-name Arthrex reverse shoulder implants and surgical instruments to be used at the Lebanon VA Medical Center in Lebanon, Pennsylvania. The solicitation requires three specific product items: Universal reverse consolidated humeral set (Part # AR-9501CHS), Full-wedge augmented MGS instrument set (Part # AR-9579S-FW), and Universal Reverse Consolidated Glenoid Set (Part # AR-9615CGS), each in a quantity of three units. A critical requirement is that all offerors must submit a Letter of Authorization from Arthrex confirming their status as an authorized distributor; failure to include this documentation will result in automatic elimination from consideration. The evaluation will be based on price and past performance. The response deadline is February 11, 2026, at 3:00 PM EST, with all inquiries to be submitted electronically to Contract Specialist Nathan Lohr at nathan.lohr@va.gov, with no telephone inquiries accepted.
This is an unrestricted solicitation with no small business set-asides. Arthrex Inc. is the current incumbent supplier under an existing mandatory SAC contract (36C10G24D0028), and the justification for single-source procurement emphasizes that the facility's existing surgical instruments, tools, and proprietary Virtual Implant Positioning (VIP) 3D preoperative planning software are exclusively compatible with Arthrex products, making switching to alternative manufacturers impractical. No specific award value or budget range is disclosed in the solicitation notice. Delivery is required within 30 days after receipt of order (ARO) to the Lebanon VA Medical Center, with FOB Destination terms and payment to be made via Electronic Funds Transfer through the Austin Payment Center upon invoice submission following receipt, inspection, and acceptance.
