About this opportunity
The Department of Veterans Affairs, Network Contracting Office 4, is soliciting offers for brand-name Arthrex reverse shoulder implants and surgical instruments for use at the Lebanon VA Medical Center in Lebanon, Pennsylvania. This is a non-competitive, brand-name only procurement under the Revolutionary Federal Acquisition Regulation Overhaul (RFO) Part 12 using simplified procedures. A critical requirement for all potential offerors is the submission of a letter of authorization from the Original Equipment Manufacturer, Arthrex, confirming the vendor's authorization to distribute these products. The solicitation will be issued on or around February 6, 2026, with an anticipated award date of approximately February 11, 2026. All inquiries must be submitted in writing to Contract Specialist Nathan Lohr at nathan.lohr@va.gov, with no telephone inquiries accepted. Offerors are responsible for regularly monitoring SAM.gov for solicitation updates and amendments, as all official documents will be posted exclusively on that platform.
This procurement is unrestricted with no set-aside designation applied. The required products include three units each of the Universal reverse consolidated humeral set (Item # AR-9501CHS), Full-wedge augmented MGS instrument set (Item # AR-9579S-FW), and Universal reverse consolidated glenoid set (Item # AR-9615CGS). The specific brand and item numbers are justified based on compatibility with the facility's existing surgical instruments, tools, and procedures, eliminating the need for competitive evaluation. The pre-solicitation notice does not disclose a specific contract value or budget range. Potential offerors must download and submit the complete solicitation package by February 6, 2026, with award determinations anticipated within days of the solicitation release.
