About this opportunity
The Federal Aviation Administration is conducting a market survey for strategic planning support services for the Airports Revenue Program, with statements of interest due by June 10, 2026, set aside for women-owned small businesses.
The FAA seeks specialized expertise in designing and facilitating executive-level strategy sessions, conducting structured ideation workshops, developing strategic goals and initiatives, establishing KPIs, and training leadership on strategic plan execution and KPI monitoring. The contractor must demonstrate established experience supporting federal organizations in strategic planning and organizational transformation efforts, with capability to translate strategic discussions into documented strategic plans supported by actionable initiatives and measurable performance indicators. Work is performed at contractor facilities, FAA Headquarters in Washington D.C., and FAA Regional Offices. The period of performance is two years: one base year with one one-year option period. No incumbent contractor exists; this is a new requirement.
Respondents must submit a capability statement (maximum 2 pages, Times New Roman 12pt), three examples of relevant expertise from projects completed within the last five years (one page each, Times New Roman 12pt), and SAM.gov Representations and Certifications. Personnel security requirements and travel expectations remain to be determined. The contract vehicle and estimated level of effort have not yet been determined. The FAA is considering proposals structured as firm fixed-price commercial offerings with defined deliverables and acceptance criteria. Submissions should be emailed to khoshboo.siddiqi@faa.gov; telephone calls are not accepted. This market survey does not guarantee that a solicitation will be issued.
