About this file

This document is a memorandum from the Federal Aviation Administration containing responses to vendor questions submitted during a market survey for ARP HQ Strategic Planning Support services. The memorandum is dated June 3, 2026, and was issued by Khoshboo Siddiqi, Contracting Officer (AAQ-450), with a submission deadline of 5:00 PM Eastern Standard Time on June 10, 2026.

The FAA is conducting market research to identify contractor support for organizational transformation and strategic planning services for the Airports Revenue Program (ARP). The requirement involves developing a three-year strategic plan, conducting team development activities, and providing customary facilitation and coaching services. The contractor must demonstrate expertise in driving organizational transformation using industry-leading tools, methodologies, and best practices across government. There is no incumbent contractor, as this is a new requirement. The contract vehicle and estimated level of effort have not yet been determined. Personnel security requirements and travel expectations are also to be determined. Vendors must submit a capability statement (no more than 2 pages in Times New Roman 12pt font), three examples of relevant expertise from projects completed within the last five years of similar scope and complexity (one page each in Times New Roman 12pt font), and SAM.gov Representations and Certifications. The FAA is currently seeking statements of interest and capabilities from small businesses and women-owned small businesses certified by the SBA, though the acquisition strategy and nature of competition remain under formulation. The FAA indicated it would consider proposals structured as firm fixed-price commercial offerings with defined deliverables and acceptance criteria, consistent with OMB Memorandum M-26-12. Submissions should be sent via email to khoshboo.siddiqi@faa.gov, and no telephone calls will be accepted.

Thank you for your interest and participation in this market research effort.

Respectfully, Khoshboo Siddiqi, AAQ-450 Contracting Officer mailto:khoshboo.siddiqi@faa.gov

FAA Response to Questions:

1. Regarding the subject effort - the Draft SOW indicates task for Transition-In support. Can the

Government please provide the current contract information (e.g. contractor name and contract number)?

FAA Response: There is no incumbent contractor. This is a new requirement.

2. To help vendors provide the most relevant and responsive capabilities information, can the FAA clarify the primary business or mission challenge this RFI is intended to address? Additionally, what strategic outcomes or objectives does the FAA hope to achieve through the contemplated requirement?

FAA Response: ARP requires experienced contractor support who has demonstrated focus and skill in driving organizational transformation and applying industry-leading tools, methodologies, and best practices across the government. The contractor must provide all necessary personnel and services to support ARP in developing, documenting and communicating a three-year ARP strategic plan while providing customized activities for team development focused on transforming ARP to not only be successful in optimizing safety and efficiency at airports today but airports into the future across the U.S.

3. Contract Vehicle: The draft SOW references a T&M/FFP contract type. Does the FAA anticipate issuing this requirement as a standalone solicitation, or will it be procured under an existing contract vehicle (e.g., OASIS+, GSA MAS, or another government-wide or FAA-specific vehicle)?

FAA Response: To Be Determined.

4. Estimated Level of Effort: Can the FAA provide guidance on the anticipated level of effort for the base year, such as the approximate number of full-time equivalents (FTEs) or total labor hours envisioned to support the requirements outlined in the draft SOW?

FAA Response: Not At This Time.

5. Personnel Security Requirements: The draft SOW references FAA contractor PIV cards and access to

FAA systems. Could the FAA clarify the level of personnel security investigation or clearance required for contractor staff performing under this task order?

FAA Response: Not At This Time.

6. The solicitation requests a Capability Statement limited to two (2) pages in Times New Roman 12-point font. Please confirm whether cover page and company information are included within the two-page limitation.

FAA Response: See Market Survey v2 6. Submittal Requirements bullet 1

7. For the “Relevant Expertise” section, it is mentioned that Provide three (3) examples of past (within the last 5 years) or current projects of similar scope and complexity (not to exceed on page in Time New Roman 12pt font, please clarify whether the one-page limitation applies collectively to all three project examples or whether one page is permitted per project example.

FAA Response: See Market Survey v2 6. Submittal Requirements bullet 3

8. Please confirm whether the three requested examples of relevant expertise must be from the prime contractor only, or whether subcontractor/teaming partner experience may also be included. If subcontractor experience is permitted, is there a minimum number of examples that must be from the prime contractor?

9. Please clarify the anticipated travel expectations associated with FAA Headquarters and Regional

Office meetings, including estimated travel frequency, anticipated locations, and whether there is a not-to-exceed budget for travel-related ODCs.

FAA Response: To Be Determined.

10. The SOW establishes a 30-business-day Transition-In period. Does the Government have a preferred onboarding timeline or expectation for key personnel availability prior to full transition completion?

FAA Response: If the FAA decides to move forward with requirement, all key personnel must be identified and available at the time of proposal submission.

11. Please confirm whether offerors are required to submit a separate copy of SAM.gov Representations and Certifications with the response, or whether active SAM registration alone is sufficient.

Additionally, if submission is required, please clarify whether these documents will count toward the applicable page limitations.

FAA Response: See Market Survey v2 6. Submittal Requirements bullet 4

12. What is the estimated total contract value or NTE ceiling for the base year and option year?

FAA Response: This information will not be provided.

13. For the past performance examples, does "similar scope and complexity" refer to similar dollar value, or is the Government primarily evaluating similarity of work type (organizational transformation, strategic planning, executive facilitation)?

14. Would the Government consider other socioeconomic set-aside categories, such as HUBZone, if qualified firms with directly relevant past performance respond?

FAA Response: Yes, however, according to the market survey, the FAA is seeking Statements of Interest and Capabilities from small businesses, woman-owned small businesses that are certified by the SBA.

15. Would GSA MAS be an acceptable contract vehicle for this requirement?

FAA Response: If the FAA decides to move forward with this requirement, then it would issue its own solicitation.

16. The Market Survey requests three submission items: a Capabilities Statement, Relevant Expertise examples, and SAM.gov Representations and Certifications. May vendors submit these materials as one consolidated document with clearly labeled sections, or should each item be submitted as a separate attachment?

FAA Response: Yes

17. Please clarify the page limit for the Relevant Expertise section. The instructions state that vendors should provide three examples of past or current projects of similar scope and complexity “not to exceed on page,” which appears to be a typographical error. Should this be interpreted as one page per example, for a total of up to three pages, or one page total for all three examples?

18. The SOW Task 1 indicates Project Management Plan submission within 5 business days of Task

Order award and a Transition-In Period of 30 business days. Can the contracting office confirm whether the PMP submission deadline runs concurrent with or after the Transition-In Period for the initial Task Order under this requirement?

FAA Response: See SOW Section 3.1.2 Project Management Plan - The Contractor must submit the initial PMP within five (5) business days after Task Order award. The Contractor must keep the PMP current and resubmit the PMP for COR approval within five (5) business days whenever any proposed changes that result in a schedule impact of more than ten (10) business days.

19. The draft SOW Section 10 anticipates a T&M/FFP hybrid contract type. In light of OMB

Memorandum M-26-12 (April 17, 2026) establishing a federal preference for commercial-item buying under FAR Part 12, will FAA consider proposals that structure all five tasks as firm fixed-price commercial offerings with defined deliverables and acceptance criteria?

FAA Response: FAA procurements are in accordance with AMS. However, the FAA would consider proposals that structure all five tasks as firm fixed-price commercial offerings with defined deliverables and acceptance criteria.

20. Has the FAA decided on the acquisition strategy and set this aside for WOSB? Or is the acquisition strategy still being formulated as can be inferred from Sec. 3:

FAA Response: The acquisition strategy is still being formulated.

21. We are a woman-owned small business; however, we do not possess a formal certification and therefore can’t provide a certification letter. Will the FAA consider responses submitted from businesses without a WOSB certification letter?

FAA Response: No.

22. What is the page limit for the past performance examples? The font size is indicated but not the number of pages.

FAA Response: See Market Survey v2 6. Submittal Requirements bullet 3

23. What positions comprise senior leadership for 8 check ins? How much time is envisioned for this to inform our level of effort and costs? Would this be in person or virtual or both?

FAA Response: To Be Determined

24. Tasks 2,3, and 4 are all part of the same integrated approach required to produce a actionable strategic plan through a collaborative process. We will propose a more integrated approach that will meet all requirements but segmented per the statement of work. If done separately there will be extensive duplicative work.

FAA Response: If the FAA decides to move forward with this requirement, then all vendor proposed solutions will be evaluated separately.

25. How many days are expected for each quarterly meeting? What regions should be used to project pricing for each trip’s direct expenses?

FAA Response: To Be Determined

26. There’s no mention of a role for the contractor in Town Halls other than preparing talking points and designing feedback mechanisms (for all Airports employees?) How often would that be required? Are we expected to attend? We assume that Survey responses would also need to be analyzed.

27. Is there a strategic planning off-site scheduled with the senior team because based on this SOW there is extensive input collection and analysis that must be done before the meeting? Have dates/location been selected?

28. Within Task 2.1 Monthly Executive Discovery & Alignment Audit, two of the main activities/deliverables are an "independent document audit" and a "gap analysis. We consider these initial front-end activities rather than ongoing monthly activities. Is this the case?

29. Will you consider responses from non-WOSBs?

FAA Response: See FAA response to question 14.

30. Can you please clarify what is meant within Task 2.1 Monthly Executive Discovery & Alignment

Audit with respect to the Gap Analysis? We typically consider a gap analysis to be done at either the front end of the project to identify and inform strategy development, and/or at the end as a final check to confirm alignment. In this case, is this a front-end comparison of existing ARP priorities against the FAA Plan FY22-26?

31. Within Task 2.1 Monthly Executive Discovery & Alignment Audit, is there an expected product/deliverable for the Independent Document Audit (e.g. summary report, decision points, etc.)

or is this a document review by the consultants for background and context?

32. Regarding 3.4 Task 4 – Facilitation: WRT: Manage logistical aspects such as venue selection, technology setup, materials preparation, and any other support needed for a smooth event”. We understand that this means providing the client with venue and technology specs and recommendations. Please clarify/affirm that it does not also include the covering the actual direct costs for venue, technology, and food/beverage? If it includes the actual related direct expenses for these meetings, do we need to budget for or arrange participant travel and hotel accommodation? If so, we would also need to know how many people and anticipated locations people are coming to/from. We assume that meetings would be at FAA or DOT facilities so should we not assume that we would interface with a logistics coordinator for ARP for the meetings?

33. WRT “…vendor must participate in eight senior leadership check-ins to obtain ARP insights, to aid in the development of a leadership workshop to facilitate the meetings.” Can these be considered a part of the overall process, e.g. input collection, strategic plan development, implementation plan development, and quarterly meetings – all points at which senior leadership will be involved in collecting and integrating team insights and updates? We envision involving senior leadership all along the way through this process and want to clarify whether “eight check ins” was provided with a specific intention, or if we can define how and where to engage.

34. Regarding 3.5 Task 5 – Vision and Strategic Plan Development & Communication WRT “Develop a mechanism for ARP to track key performance indicators regularly and facilitate and a yearly review of the strategic plan to communicate accomplishments within ARP and with other stakeholders.” What is ARP’s current IT environment, e.g. Google Suite, Microsoft Teams, other? This has some implications for how the tracking mechanism would ultimately be put together.

FAA Response: To Be Determined

36. What is the expected scope of leadership development, coaching and communications enhancement?

How many leaders are projected for team development and how many leaders are projected for individual coaching?

37. We are an SDVOSB and HUBzone with significant qualifications directly related to this requirement.

The submission requirement for a WOSB certification letter precludes us from responding to this market survey. Has the FAA decided on the acquisition strategy and set this aside for WOSB? Or is the acquisition strategy still being formulated as can be inferred from Sec. 3:

3. Nature of Competition At this time the nature of the competition has not been determined. The FAA may decide to do a full and open competition or set aside all or part of the procurement for small businesses, woman-owned small businesses that are certified by the SBA.

FAA Response: See FAA response to question 14.

38. Relevant Experience – Please clarify if the page limit is one page per relevant experience; or if we are only allowed one page to identify 3 experience references.

39. Representations & Certifications – Does FAA want vendors to provide a complete copy of the

Representations & Certifications from SAM, or will you accept a statement identifying our UEI and verifying that all Representations & Certifications are current and accurate as identified within SAM?

FAA Response: Interested vendors are required to submit the following:

• Capabilities Statement: No more than 2 pages in Times New Roman 12pt font,

• Relevant Expertise: Provide three (3) examples of past (within the last 5 years) or current projects of similar scope and complexity (not to exceed one page in Times New Roman 12pt font,

• SAM.gov Representations and Certifications.

40. To prepare the comprehensive and high-quality response you deserve, would FAA be willing to consider granting an extension to the due date?

FAA Response: Not At This Time.

41. Is the FAA accepting statements of interest and capabilities from small businesses that are not women-owned?

FAA Response: See FAA response to question 14.

42. For the “Relevant Expertise” section, should the three project examples collectively be limited to one page total, or may each project example be up to one page?

FAA Response: Each of the three project examples may be addressed individually on a separate single page, and not collectively on one page.

43. May vendors include a cover page that does not count toward the 2-page Capability Statement limit?

FAA Response: The cover page does not count against the two-page Capabilities Statement.
