About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston is seeking contractor support services for the Army Trademark Licensing Program (ATLP), a comprehensive licensing management operation targeting young adults aged 17-24 and their influencers. The required scope of work encompasses program management with annual strategic planning, licensee acquisition and negotiation, financial management and royalty collection, brand protection through automated marketplace monitoring and enforcement actions, technical support for an online licensee portal, and regular audits and performance reporting. Prospective contractors must demonstrate the capability to manage approximately 150 existing licenses while generating new licensees authorized to market products bearing Army marks. The evaluation criteria will assess company capabilities, relevant past performance examples, business qualifications, and potential competition concerns as outlined in submitted responses. Interested contractors must submit a statement of interest and required company information via email to Madison Bennett and Barbara J Jeffries no later than 4:00 PM EST on February 27, 2026, with responses limited to five pages.

This procurement carries no set-aside designation and utilizes a no-cost agreement structure where contractor compensation consists entirely of commissions based on a percentage of royalty income generated, with no identified incumbents or budget ceiling specified. The contract includes a one-year base period running from June 1, 2026 through May 31, 2027, followed by four optional one-year renewal periods for a potential five-year program duration. The work is classified under NAICS code 541613 (Marketing Consulting Services) with a $24.5 million size standard, and performance shall occur at the contractor's facility. While specific award values or royalty percentage rates are not disclosed in this pre-solicitation notice, the financial structure indicates that contractor success will be directly tied to generating increased royalty income from licensed products. This Sources Sought Notice precedes formal solicitation and represents an opportunity for qualified firms to register their interest and capabilities with the Government.
