About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is seeking to procure event management software to replace Army Protocol's current systems that are sunsetting in August 2025. Army Protocol currently uses a combination of the e-invitation platform (managed by the Air Force Institute of Technology) and Microsoft Access to manage events hosted by Army Senior Leaders, including creating invitations, tracking RSVPs, managing guest databases, generating seating charts, and producing event materials. The new software solution must be commercially available, FedRAMP authorized, compliant with Defense Information Systems Agency (DISA) Security Technical Implementation Guidelines, and accessible under Section 508 standards for individuals with disabilities. The procurement specifically targets small businesses, including HUBZone, 8(a), Service-Disabled Veteran-Owned, Women-Owned, and Economically Disadvantaged Women-Owned Small Businesses under NAICS code 561920 with a size standard of $20 million. The Sources Sought response deadline is June 19, 2025, with an estimated contract award anticipated for August 2025.

This opportunity operates under a no set-aside designation despite the focus on small business participation. The contract performance will be located at the Office of the Chief of Staff, Army at the Pentagon in Washington, DC, with delivery required within 60 days post-award. The procurement includes a requirement for 12 user licenses and encompasses a base year with four option years, along with a 2-3 year service agreement that includes installation, setup, training, and 24/7 customer support. The software must provide web and mobile app compatibility, invitation template creation capabilities, visual seating chart functionality, and email/text event reminder features, while maintaining compatibility with Microsoft Office products. Additional contractor requirements include mandatory cybersecurity training, including AT Level I Awareness and DoD Information Assurance training.

Update #3 · Latest ·

Army Protocol has traditionally used a combination of tools to manage events, streamlining information and managing the database necessary for executing Army Senior Leader-hosted events.

The e-invitation site, a service for the Department of Defense and the U.S. Government managed by the Air Force Institute of Technology (AFIT), serves as the invitation platform utilized by Army Protocol to create invitations and track/manage reservations (RSVPs)

In addition to e-invitation, Army Protocol employs Microsoft Access to track and manage information extracted from e-invitation. Army Protocol uses the database to create programs, seating-charts, and event products required for the event.

With e-invitation scheduled to sunset in August 2025 and Microsoft Access soon to expire, Army Protocol requires new event management software or an application that can provide similar, if not enhanced, capabilities to those currently offered by e-invitation. This new solution should enable the Army Protocol office to create invitations and manage essential RSVP information effectively.

Amendment 001: Correct the submission date on the Sources Sought Notice to 19 June 2025.

Amendment 002: Extend the submission date to 24 June 2025.
