About this opportunity

The Department of the Army Medical Command is seeking to procure Army Medical Vitrectomy Oertli Instruments through a sole source acquisition under FAR 13.501(a)(iv) for brand name procurement with only one responsible vendor. The procurement specifically targets Oertli Instruments Inc. for their CataRHex 3 Anterior Vitrectomy Systems, along with ancillary items, consumables, repair parts, repair training, user training, and manuals to support Army ophthalmology operations. The requirement is critical for supporting optometrists in removing vitreous bodies, fluids, and debris from patients' eyes in austere Army Role of Care 3 environments, with the unique specifications demanding portability, mobility, and trauma-focused operative capabilities. The CataRHex 3 system meets these stringent requirements by being lightweight at 37.19 pounds, compact at 2.4 cubic feet, self-contained with an onboard compressor, and specifically designed for rigorous field environments. The government has determined that no alternative sources exist that could satisfy these specialized military medical requirements. Notably, there appears to be an inconsistency in the posted dates, with a due date of August 23, 2025, listed before the posted date of August 26, 2025.

This procurement does not utilize any set-aside designations and is structured as a sole source award to Oertli Instruments Inc., which is identified as the incumbent and only capable vendor for this specialized medical equipment. The contract involves procuring nine ophthalmology systems total, with this specific requirement covering five systems/orders as part of a one-time delivery to complete the Army's fielding requirement. The procurement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and PSC code 6515 for Medical and Surgical Instruments, Equipment, and Supplies. The acquisition is justified under Title 41 U.S.C. 1901(e)(2) for Special Rules for Commercial Products and Commercial Services, emphasizing the commercial off-the-shelf nature of the CataRHex 3 system. The notice serves purely for notification purposes, as the government intends to procure from only one source due to the proprietary nature of the Oertli vitrectomy system machines and the absence of qualified alternative vendors.
