About this opportunity
The Defense Finance and Accounting Service (DFAS) has issued a Special Notice announcing its intent to conduct a sole source procurement for Army Active Pay System – Personal Computer (AAPS-PC) software licenses and maintenance. The procurement will be exclusively with Professional Software Consortium, Inc. (PSC), which has been the sole developer and maintainer of this critical software since 1997. The software is essential for accurately computing pay and entitlements for active duty military members, processing over $9 billion in annual military payroll transactions. This special notice is being published under Federal Acquisition Regulation (FAR) 6.302-1, which allows for single-source procurement when only one vendor can meet the government's specific requirements. The notice emphasizes that it is a notification of intent and not a request for quote.
The primary objective of this Special Notice is to secure three annual software licenses for AAPS-PC, each supporting nine operator accounts and capable of operating in a classified environment. The period of performance includes a base year from April 1, 2024, to March 31, 2025, with four additional one-year option periods through March 31, 2029. PSC must provide comprehensive software maintenance, including updates within 30 days of notification, telephonic support with a 4-hour response time, and potential on-site discussions in Indianapolis. The software must meet stringent requirements, including DISA STIG compliance, ability to process complex military pay calculations, handle various pay types like combat zone and housing allowances, and generate necessary reports. Any responses received will be considered informational only and will not be evaluated as formal offers. The total estimated procurement value is $839,040, covering licenses and maintenance for the specified period.
