About this opportunity

The Department of the Army's Program Executive Office Ground Combat Systems is conducting a market survey to assess domestic U.S. industry interest and manufacturing capability for future production of the Armored Multi-Purpose Vehicle (AMPV), a tracked vehicle designed to replace the Army's M113 Armored Personnel Carrier Family of Vehicles within Armored Brigade Combat Teams. The AMPV program encompasses five operational variants: General Purpose, Medical Evacuation, Medical Treatment, Mission Command, and Mortar Carrier. Key qualifications include a mandatory facility clearance at the SECRET/No Foreign Nationals level, demonstrated production experience with armored heavy ground combat vehicles, welding capabilities to MIL-STD standards, and DCAA-certified cost systems for interested contractors. The market survey questionnaire contains 30 questions organized into five categories: Manufacturing, Engineering, Contractor Business Systems, and Quality Assurance, assessing factors such as production capacity, supply chain composition, delivery timelines, and quality system certifications. Responses must be submitted electronically via DoD SAFE to Lisa Roulo-Lo Savio at lisa.r.roulolosavio.civ@army.mil by 5:00 PM EST on February 4, 2026, with submissions limited to 25 pages using 12-point font or larger.

This market survey carries no set-aside designation and is explicitly not a solicitation or invitation for bid; therefore, no award will be made based on this notice, and the U.S. Government will not reimburse respondents for costs incurred in preparing responses. The notice does not identify any potential incumbents, current contractors, or specific award values, as this is a planning and informational effort designed to gauge market capability rather than to issue a binding procurement. The survey marks a reposting of a previous market survey questionnaire, and the government notes that companies which have already submitted responses need not resubmit unless providing new or updated information. No specific quantity or budget range is disclosed in this pre-solicitation notice, as the primary objective is to determine domestic industry interest and manufacturing readiness for potential future AMPV full-rate production contracts. Interested contractors should prepare comprehensive responses addressing manufacturing experience, engineering capabilities, business system qualifications, and quality assurance protocols relevant to armored vehicle production.
