About this file
This is a Market Survey Request for Information (RFI) issued by the Program Executive Office Ground Combat Systems (PEO GCS), Product Manager Armored Multi-Purpose Vehicle (AMPV). The survey assesses domestic U.S. industry interest and manufacturing capability to produce future AMPV vehicles. The AMPV is a tracked vehicle designed to replace the Army's M113 Armored Personnel Carrier Family of Vehicles within Armored Brigade Combat Teams, with five operational variants: General Purpose, Medical Evacuation, Medical Treatment, Mission Command, and Mortar Carrier. Responses are due by 5:00 pm EST on 04 February 2026 and must be submitted electronically via DoD SAFE to Lisa Roulo-Lo Savio at lisa.r.roulolosavio.civ@army.mil. This is explicitly not a pre-solicitation notice, solicitation, or invitation for bid; no award will be made based on this notice, and the U.S. Government will not reimburse respondents for costs incurred.
The survey questionnaire contains 30 questions organized into five categories: Manufacturing (13 questions), Engineering (2 questions), Contractor Business Systems (5 questions), and Quality Assurance (7 questions), plus administrative information requirements. Key manufacturing inquiries address production experience with armored heavy ground combat vehicles, welding capabilities to MIL-STD standards, integration of government-furnished communication and battle command systems, Technical Data Package experience, facility and equipment specifications, material tracking systems, supply chain composition, delivery timelines from contract award, and workforce capabilities. Business system questions focus on fixed-price contract willingness, on-time delivery history, DCAA-certified cost systems, Earned Value Management experience, supply chain management, and Government Furnished Material tracking per FAR 52.245-1. Quality assurance questions cover manufacturing process qualification, quality system certifications, testing capabilities, quality metrics and tools implementation, supplier relationships, receiving inspection procedures, and production qualification testing experience. A facility clearance at the SECRET/No Foreign Nationals level is a mandatory requirement for any potential contract award. All responses must clearly mark proprietary information and limit submissions to 25 pages with font no smaller than 12 point.
